General Administration Procedures for Evaluation of Licensed Employees. Subsection 1. This evaluation document shall be presented to all licensed employees no later than the last day of teacher orientation of each school year. Licensed employees new to the district shall receive a detailed explanation of the process during new teacher orientation. Subsection 2. All administrators will be trained in the application and consistent use of this district’s evaluation process. No employee will be evaluated by an administrator who has not received this training. Ottawa Education Association will be part of the development and delivery of in-service training for employees. Subsection 3. All licensed teachers shall be evaluated by their immediate supervisor or another appropriately licensed district administrator. Only those persons hired as administrators may serve as evaluators. The immediate supervisor must complete at least one of the formal observations for each teacher and must present the Summative Document at the Post Evaluation Conference. The teacher may request that one of the formal evaluations be conducted by a different appropriately licenses administrator. The teacher may invite a third-party representative to attend any evaluation conferences. The conferences will not be delayed to wait for a third party. Subsection 4. A copy of the finalized evaluation document will be available to all employees. The district will house documents digitally. Observation documents will be available to employees upon request. Subsection 5. Each evaluated employee and evaluator will digitally sign and date the summative document after the post evaluation conference to indicate that he/she has seen the evaluation and reviewed its contents with her/his evaluator. Signing of the evaluation form by the licensed employee does not necessarily indicate approval or agreement with the evaluation. Subsection 6. The evaluation forms shall be kept for a minimum of ten (10) years. Beyond the three year period they shall be retained unless the licensed employee requests in writing that the evaluations be removed. Subsection 7. Those persons who shall have access to the administrator’s evaluation of a licensed employee are: a. The State Board of Education b. The USD 290 Board of Education when meeting in Executive Session c. The Board of Education’s attorney upon the Board’s request d. The administrator(s) who is/are responsible for the evaluation as specified in USD 290 policy e. The licensed employee f. Any person the licensed employee designates in writing to the Board g. District Administration Subsection 8. Any amendments or changes to this evaluation procedure may be proposed by either the Board of Education or the Ottawa Education Association. These proposals shall be reviewed by a committee composed of an equal number appointed by the Board and the Association. Recommendations of this committee shall be given to both the Board and Association negotiating teams for consideration.
