General Agreement Among Parties. For the reasons set forth in the Recitals hereto, which Recitals are an integral part of this Agreement and incorporated herein by reference as a statement of the public purposes of this Agreement and the intended arrangements among the Parties, the Parties shall cooperate in the manner described herein to facilitate the construction of the Public Infrastructure Improvements.
