General Management Plan. This section shall define management's SPC responsibilities and involvement and shall include management's commitment to continuous process improvement. The plan shall embrace a total commitment to quality and shall be capable of standing on its own merit.

General Management Plan. Not later than 3 years after funds are made available under this section, the Secretary shall develop a general management plan for the archeological district. The general man- agement plan shall describe the appropriate protection and preservation of natural, cul- tural, and scenic resources, visitor use, and fa- cility development within the archeological district consistent with the purposes of this section, while ensuring continued access by private landowners to their property.
