General Provisioning Requirements. 2.1 Subject to the requirements of Attachment 6, CLEC may order Network Elements either individually or in any combination. Combinations ("Combinations") consist of multiple Network Elements to enable CLEC to provide service in a geographic area or to a specific customer and that are placed on the same order by CLEC.
