GOVERNANCE AND ASSURANCE. 63. Strong and effective leadership and governance is paramount to both successful implementation and in providing assurance to governments, the local authorities and the wider Deal partners. The three island councils will work with both Governments and all other project partners and key stakeholders to ensure delivery of this Deal and adopt an approach to governance that will deliver transformative inclusive economic growth.
