Guaranteed Commission/Monthly Payment to the Department. The Contractor shall pay the Department a monthly thirty-five percent (35%) commission based on the gross revenue. The Department will begin to receive payment for a facility on the date the Contractor assumes responsibility for the operation of that facility’s inmate telephone service in accordance with the Final Transition and Implementation Plan.
