Host Authority. 5. 1 A Host Authority shall be determined by mutual agreement of the Authorities for the Panel and shall provide such administrative and other support as will be necessary to enable the Panel to undertake its functions. The Host Authority may be changed by agreement of the Authorities providing 12 months notice expiring on 31 March in any year is given.
Host Authority. 9.1 The role of Host Authority may be undertaken by any Council as agreed between the Joint Committee and the Council concerned from time to time. Unless otherwise agreed, the Host Authority will designate an officer to be the Secretary to the Joint Committee. The Joint Committee will operate under the normal committee governance arrangements of whichever Council employs the Secretary, subject to any specific processes or requirements outlined in this Agreement.
9.2 The Host Authority shall have primary responsibility for putting in place corporate management arrangements (including financial and employment) for the ASU, including in relation to the cost sharing arrangements envisaged under clause 10.
Host Authority. 6.1 In relation to the Joint Museums Service WCC shall act as the Host Authority
6.2 The Host Authority shall act as the employing authority in relation to all staff employed in connection with the provision of that shared service but the terms of employment of those staff (including all matters relating to remuneration, conditions of service, recruitment and selection, disciplinary and grievance procedures, termination of employment, management and supervision) shall be matters for the Joint Committee and the Host Authority will give effect to the decisions of the Joint Committee PROVIDED that in determining all such terms and conditions of employment of any staff the Joint Committee shall ensure that these remain consistent with those of the Host Authority and in particular the Joint Committee shall assess salary grades by reference to the same job evaluation scheme used by the Host Authority
6.3 The Host Authority will enter into such contracts, hold such land property and buildings and commence or defend any legal proceedings in relation to that shared service as the Joint Committee may from time to time determine and the Host Authority shall hold the benefit of all such contracts and property acquired after the date of this Agreement to be used by the Joint Museums Service for the benefit of the WCC and WCityC jointly
6.4 The Host Authority shall also be responsible for the provision of such support services in relation to that shared service as may be required by the Joint Committee. The Joint Committee shall agree with the Host Authority whether one or more of such support services shall be provided by the Host Authority itself, or provided by WCityC on behalf of the Host Authority or be purchased by the Host Authority from a third party and the costs of all such support services shall be treated as an expense of the Joint Committee in accordance with Clause 7.7
6.5 Where the terms of reference of any sub-committee relate to a specific shared service then by arrangement with the Secretary to the Joint Committee the Host Authority may undertake any functions of the Secretary relating to that sub-committee
6.6 The Host Authority shall use its reasonable endeavours to effect policies of insurance with an insurer of repute against all such risks connected with the shared service functions and the employment of staff in connection therewith as it is usual for a local authority to insure against upon such terms as the Joint Committee shall agree (includin...
Host Authority. 5.1 West Berkshire will act as the Host Authority from the Commencement Date in respect of all aspects of the delivery of the Services unless stated otherwise in this Agreement.
5.2 Wokingham and Bracknell Forest shall delegate the operational management of the Service to West Berkshire and West Berkshire shall delegate the same to the West Berkshire Head of Culture and Environmental Protection and the relevant Service Manager to operate, pursuant to the policy direction set by the Joint Committee. The Service Managers shall deliver regular performance management and monitoring reports to the Joint Committee.
5.3 All legal rights and obligations of the Host Authority shall be held on behalf of the Councils and shall be exercised in accordance with the terms of this Agreement.
5.4 The Councils agree that the Host Authority (in accordance with its Constitution) shall be authorised to institute and defend legal proceedings in relation to the Relevant Functions and the PPP.
Host Authority. The Team is employed by Devon County Council who thus acts as the host authority and accountable body for the Partnership. Its role as host authority is set out in Annex 6.
Host Authority. 7.1 The Members agree that the Host Authority will employ or use seconded staff and provide other arrangements as appropriate to support the work of the Central Management Team.
7.2 The Host Authority will not delegate or assign its obligations and responsibilities without the consent of the Members by a majority vote of the Consortium save that it may resign as Host Authority by giving twelve months notice to the Secretary on or before the preceding 1st April to expire no sooner than the subsequent 31st March.
7.3 For the avoidance of doubt nothing in this agreement shall require or operate so as to require the Host Authority to enter into any agreement or contract with any third party for the procurement of goods, services or works on behalf of the Consortium other than where such agreement is directly incidental and supportive of its functions as Host Authority.
7.4 Subsequent to the Agreement of the Consortium the Host Authority shall subject to resources and recruitment:
7.4.1 recruit, and employ the Central Management Team in accordance with its employment policies and terms and conditions including salary structures.
7.4.2 monitor the performance of the Central Management Team as directed by the Procurement Officers’ Group.
7.4.3 consult the Consortium with regard to the numbers, structure and roles of staff and shall not expand the staffing complement without the agreement of the Consortium.
7.4.4 ensure that the Central Management Team has a manager.
7.4.5 provide management supervision, office accommodation, IT equipment, office and specialist e-procurement software, office equipment, telephony equipment and services, support services (including accountancy, HR advice and IT desktop support), payments and disbursements necessary to enable the Consortium’s staff to perform their functions.
7.4.6 inform the Members of complaints made against the Services of the Central Management Team.
7.4.7 prepare an annual budget for the approval of the Consortium and quarterly monitoring reports.
7.4.8 account separately for the Central Management Team and maintain financial records and report to the Members with regard to operating costs and income receivable on an open book basis.
7.4.9 own any assets on behalf of the Consortium.
7.4.10 invoice each Member Authority annually in advance for the Consortium Contribution.

Host Authority. 7.2.1 In line with the requirement in the ‘Directions’ for there to be a ‘Host’ local authority for the national level functions of the NAS, Cardiff Council was chosen, through a competitive process, to be the Host Authority. The Host Authority is represented on the NAS Governance Board politically through the Cabinet Member for Children’s Services and by the lead senior officer, the Director of Social Services.
7.2.2 The role of the Host Authority includes appointing the Director and central team staff as well as supporting and enabling the national level functions of NAS many of which are outlined in the ‘Directions’ including receiving the NAS core budget, which is a ‘top slice’ from the Revenue Support Grant, and any other finance such as grant aid for NAS. Since 2015 the NAS, through the central team and supported by Cardiff Council, have managed the Adoption Register for Wales under contract from the Welsh Government.
7.2.3 Cardiff Council’s hosting of the central team includes the following: ◾ Office space ◾ Use of its IT systems and databases, including provision of a separate email domain and support to commission a stand-alone website ◾ Finance / accounting services ◾ Information security, ensuring it’s compliance with changing legislation ◾ Advising on workforce planning and supporting human resource issues ◾ Support with legal/procurement services as and when required
Host Authority. 9.1 On the Commencement Date Kent County Council will act as Host Authority on behalf of the Joint Committee and will designate one of its officers to be the Secretary to the Joint Committee.
9.2 The role of Host Authority may be undertaken by any Council as agreed by the Joint Committee from time to time with the agreement of the Council concerned.
9.3 The Joint Committee will designate officers nominated by the Councils for the purpose of providing support to it in undertaking its functions including engaging with the Operator on behalf of the Joint Committee as client and commissioner.
Host Authority. 4.1 The Council of the City and County of Swansea is appointed as the Host Authority for the duration of the agreement, and, subject to the Host Authority exiting the agreement in accordance with its terms in which case clause 13 applies, shall
(a) lead in procuring and contracting with the Service Provider;
(b) manage and monitor the Service Provider’s performance;
(c) keep appraised of any and all issues that arise between the other Authorities and the Service Provider; and
(d) Implement the decisions of the Project Board unless otherwise agreed by the Authorities.
4.2 The Host Authority shall not be required to implement resolutions of the Project Board where a Representative or Representatives have acted outside their delegated authority. In such circumstances, the Host Authority will not be responsible to the Authorities for any losses the Authorities suffer howsoever caused, by its failure to implement the resolutions of the Project Board.
Host Authority. 7.1 Subject to clause 7.2 the Host Authority shall act as the employing authority in relation to all staff employed in connection with the provision of the Shared Service.
7.2 The Host Authority delegates all functions concerning the management and the terms of employment of those staff (including all matters relating to remuneration, conditions of service, recruitment and selection, disciplinary and grievance procedures, termination of employment, management and supervision), which shall be matters for the Joint Committee.
7.3 The Host Authority will give effect to the decisions of the Joint Committee under Clause 7.2 provided that
7.3.1 in determining all such terms and conditions of employment of any staff the Joint Committee shall ensure that these remain consistent with those of the Host Authority and in particular the Joint Committee shall assess salary grades by reference to the same job evaluation scheme as is used by the Host Authority and
7.3.2 Members shall not be involved in the selection, appointment, taking of disciplinary action or dismissal of staff (save insofar as the procedures in place from time to time for dealing with disciplinary, capability and related matters may allow a right of appeal to Members) and
7.3.2.1 In the case of the Head of Shared Service all such matters shall be the responsibility of the Chief Executive of the Host Authority acting in consultation with the Chief Executives of the other Partner Councils and
7.3.2.2 In the case of all other staff all such matters and their management and supervision shall be the responsibility of the Head of Shared Service.
