ROLES AND RESPONSIBILITIES OF PARTNERS. Each WIB agrees to: • Convene all meetings and partners, with each Board taking the lead on a rotating basis to implement quarterly regional meetings, i.e. securing meeting site, inviting partners, developing agenda, meeting minutes, etc. This will be pre agreed upon and completed in a timely fashion with each member disseminating pertinent information to the entire Consortium membership. • Continually participate in activities that will develop, grow, and promote the Consortium in their respective regions, i.e. engaging regional employers; marketing partnership and industry to local economic development agencies, and elected local, state, and federal officials; engage appropriate training vendors and institutions of education on partnership membership; etc. • Create relevant subcommittees and assign members of Consortium. • Communicate with WIB team relevant to regional initiatives and projects particularly concerning grant funding • Create a system of shared cross WIB/REB staffing when necessary to avoid duplication of services and administrative costs. Example: Various WIB staff completing necessary research for labor market information pertinent to advanced manufacturing in the Northeast Region. Creation of a region wide marketing brochure. Xxxxx writing and research completed on behalf of the Consortium. This will be decided as the Consortium progresses towards its mission and goals. • When applying for a grant, decide as a group which WIB will be the lead fiscal agent (per grant) for the particular project. The lead WIB shall be responsible for contract obligations with the funder, with all other WIB’s providing support as needed and mutually agreed upon. • Communicate regularly via email, phone or in person meeting.

ROLES AND RESPONSIBILITIES OF PARTNERS. Section2(3) and 2(4) of the measure require this scheme to outline what extent each of the partners within the Hywel Dda Scheme will be responsible for providing local primary mental health support services. The responsibility for providing local primary mental health support services within the region will lie with Hywel Dda Health Board. The Health Board will work with Local Authority partners who will be responsible for provision of a wide range of community services such as social care, education, employment and information, advice and accommodation services. The Third Sector will continue to provide a wide range of generic support services. The partners will work together, building upon existing services and seeking to strengthen and improve specific and generic support services including debt counseling, groups that grow, education, volunteering and advocacy services. General Practitioners will remain responsible for providing services to patients registered to their practice. The LPMHSS will not supplant but will support and enhance the range of services available to clients in primary care. Clinical responsibility for the patient will be shared between the GP and the LPMHSS in respect of referrals into the service from the GP

Roles/Responsibilities of City and County: The County of Pueblo will take action to place on the November 5, 2013 ballot a measure, “Improving Our Community” which, if passed, will increase the sales and use tax in both the city and county by one-half (.5) of one percent. The tax will be imposed for a period of five (5) years, commencing January 1, 2014 and the measure will sunset on December 31, 2018. Of the revenue to be generated by the one-half percent sales tax increase, Pueblo County agrees to distribute eighteen (18) percent to HARP. The funds will be distributed to HARP by the Pueblo County Treasurer on a monthly basis, not later than three (3) days following their receipt. If the “Improving Our Community” measure passes, the City and County will no longer financially support HARP as set forth in the Amended and Restated Historic Arkansas Riverwalk of Pueblo Authority Intergovernmental Agreement dated May 19, 2008 (the IGA), or in any other manner for the five (5) year period commencing January 1, 2014 and through December 31, 2018. The City and County acknowledge and agree that this MOU modifies the budget procedures as set forth in Article IV Budget of the IGA as more fully referenced in Part VII, Section 14, below. The City and County will conduct annual financial and performance examinations of HARP either through Community Services Advisory Commission (CSAC) or through some other mutually agreed upon entity. The City and County and HARP agree that if HARP fails two (2) annual examinations during the period this tax is in place, they will be removed as a recipient from the ballot issue when it is returned to the voters for renewal.
ROLES AND RESPONSIBILITIES OF PARTNERS. 8.1 Glasgow City Council (GCC) shall have the following roles and responsibilities during the development phase: • GCC will act as lead agency responsible for ensuring the financial administration and financial management of the development phase of the Project in accordance with HLF requirements and in line with procedures for drawing down HLF grant awards. • GCC will nominate two representatives to the Partnership Board, the key decision- making body. One GCC representative shall chair the Partnership Board. • GCC will nominate a member of staff to the Project Team to co-ordinate appropriate resource input to the Project. • GCC will provide advice, assistance and support on the development phase of the Project as appropriate.
