Housing Services. The owner must provide all housing services as agreed to in the lease.
Housing Services. (payments for these services shall not exceed 20 percent of total payments disbursed) as specified in 42 U.S. Code § 290cc–22(g)(1) - Specialized services designed to increase access to and maintenance of stable housing for PATH- enrolled individuals who have significant or unusual barriers to housing. These services are distinct from and not part of PATH-funded case management, supportive and supervisory services in residential settings, or housing assistance referral activities. Housing services as specified in Section 522 (b) (10) of the Public Health Service Act include:
a. Minor Renovation: Services or resources provided to make essential repairs to a housing unit providing access to the unit and/or eliminate health or safety hazards.
Housing Services. CONTRACTOR shall provide a continuum of housing and housing 25 support to Full Service Partnership Clients. This service category includes a comprehensive needs 26 assessment, linkage and placement in a safe living arrangement, and ongoing support to sustain an 27 appropriate level of housing. CONTRACTOR shall prioritize obtaining appropriate housing and 28 providing supportive services for individuals immediately upon enrollment, and throughout the recovery 29 process. CONTRACTOR shall arrange to accompany Clients to their housing placements to ensure that 30 access is smooth and that the Client is secure in their placement and equipped with basic essentials, as 31 well as to provide a warm handoff to the housing provider. CONTRACTOR shall use a Housing First 32 model, an approach that is centered on the belief that individuals can achieve stability in permanent 33 housing directly from homelessness and that stable housing is the foundation for pursuing other health 34 and life goals; thus services are oriented to help individuals obtain permanent housing as quickly and 35 with as few intermediate steps as possible. CONTRACTOR shall provide services and supports to help 36 Clients engage in needed services, and identify and address housing issues in order to achieve and 37 maintain housing stability. CONTRACTOR shall develop working relationships and collaborations 1 with COUNTY’s Housing Services, local housing authorities, housing providers, property owners, 2 property management staff, etc. to ensure that Clients have access to an array of readily available 3 housing options, facilitate successful transition and placement, and maximize the Clients’ ability to live 4 independently in the community. All housing options provided by a FSP must meet minimum 5 requirements set by the COUNTY. CONTRACTOR’s staff shall include a Housing Specialist and, if 6 needed, a Supportive Housing PSC to provide housing services and supports to all enrolled Clients. 7 Housing options shall include, but not be limited to:
8 a. Emergency Housing: Immediate shelter for critical access for individuals who are 9 homeless or have no other immediate housing options available. Emergency housing is a time-limited 10 event and shall only be utilized until a more suitable housing arrangement can be secured.

These services can include a) Skills training related to (i.) home maintenance and cleanliness; (ii.) problem-solving with landlords and neighbors, managers, mortgage lenders, or homeowners association; and (iii.) maintaining appropriate interpersonal boundaries and b) supportive contacts with the individual to reduce or manage the behaviors or symptoms related to the individual's mental illness that interfere with maintaining independent integrated housing.

Strategies may vary and options such as transitional or respite 1 housing may be indicated in the initial stages, whereas permanent supportive housing or independent 2 housing is the long-term goal. Temporary housing, such as a motel or other temporary shelter, is not 3 required during the initial assessment phase of a Consumer (pre-enrollment) and utilization of this type 4 of housing during the assessment phase should be on a case by case basis. If it is determined that 5 temporary housing is needed, CONTRACTOR should use their best judgment to meet the Consumer’s 6 needs. CONTRACTOR shall notify ADMINISTRATOR the next business day of such occurrences. All 7 Housing options provided by a FSP must meet minimal requirements set by the COUNTY’s MHSA 8 Coordination Office and outlined in the Policy Manual for Adult and Older Adult FSP Programs. 9 CONTRACTOR’s staff shall include a Housing Specialist to provide housing services to all enrolled 10 members.
