Permanent Housing. Obtaining permanent housing is an overarching goal for all FSP members and requires residents to have their own unit or bedroom. Permanent housing includes but is not limited to Shelter Plus Care Vouchers, independently paid homes/apartments, and County based housing projects.

To be permanent housing, the program participant must be the tenant on a lease for a term of at least one year, which is renewable for terms that are a minimum of one month long, and is terminable only for cause.

Permanent Housing. (i) The decision to purchase a house at the new location must be made within three months of the date of arrival in order for the Company to reimburse associated costs.
(ii) The Company will reimburse: • The difference between the selling price and the guaranteed value of the family home, if the former is lower than the guaranteed figure. However, this is subject to the proviso that the sale price involved is approved by the Company. To start this process, two sworn valuations at the Company’s expense, will be arranged with agreed registered valuers. The sale price which the Company is prepared to guarantee will be advised as soon as these valuation reports are to hand. The guaranteed price is the average of the two valuations provided they are within 10% of each other. A third quote will be obtained if the first two quotes differ by more than 10%. The Company will guarantee the average of the two quotes nearest to each other. If the property has to be sold for a price below the guaranteed sale price, the Company will reimburse the difference between the two figures. The Company will not necessarily approve a price for quick sale if it is considered that the difference between the selling price and the guaranteed figure is too great. • Selling commission, advertising costs, legal expenses and mortgage discharge or mortgage transfer fees, applicable to the sale of the home. • Costs of obtaining sworn valuations. • Stamp duty, legal expenses and mortgage establishment fees attributable to the purchase of a property in the new location.
(iii) If the employee is renting in their usual locality and intends to rent in the new location, they will be reimbursed for legal and other expenses attributable to cancellation and/or signing of leases or tenancy agreements.
(iv) The financing of permanent housing in the new location is the responsibility of the employee. The Company will provide employees with letters of introduction to banks, etc. to assist them in transferring/obtaining home loans.
(v) The Company will consider the reimbursement of penalty payments associated with the cancellation of a fixed interest loan on an individual basis. One precondition for such a matter to even be considered would be that the Company is satisfied that all reasonable attempts to transfer the existing loan arrangement to the new property, including a direct approach by the Company to the lender, have failed.
