Prior to that meeting, enthusiasts for the ‘energy intensity’ approach have been gathering support, and part of that process was on view (behind kilometers of three-metre chain link fencing and rows of Darth Vader police) at the APEC meeting in Sydney. The targets were India and China, both members of APEC, both signatories to Kyoto, but neither committed to GHG reduction targets in Kyoto’s first round. Both have, of course, been displaying phenomenal economic growth, as measured by their GNP, with India starting from a much lower base than China. Their GHG growth has also been phenomenal: from 1990-2004, India 55%, China 47%. China’s GHG production is now equal to or may even surpass the United States. Clearly both these countries will be under pressure to adopt GHG targets at the Bali meeting. Both, but particularly China, would find ‘energy intensity’ targets more comfortable than absolute targets, since their rapid economic growth would probably give them more headroom. So it is not surprising that these two countries were willing to endorse APEC’s ‘Sydney electricity consumption.
