The Independent Evaluations clause establishes the requirement for assessments or reviews to be conducted by parties who are not directly involved in the subject matter being evaluated. Typically, this means that an external expert or third-party organization is engaged to provide an unbiased opinion or analysis, such as in the context of project milestones, compliance audits, or dispute resolution. The core function of this clause is to ensure objectivity and credibility in evaluations, thereby reducing conflicts of interest and enhancing trust in the results.
Independent Evaluations. The Evaluation Component of the M&E Plan will describe the purpose of the evaluation, methodology, timeline, required MCC approvals, and the process for collection and analysis of data for each evaluation. All independent evaluations must be designed and implemented by independent, third-party evaluators. If the Government wishes to engage an evaluator, the engagement will be subject to the prior written approval of MCC. Contract terms must be acceptable to MCC and ensure non- biased results and the publication of results. For each independent evaluation, MCA-Nepal is expected to review and provide feedback to independent evaluators on the evaluation design reports, evaluation materials (including questionnaires), baseline report (if applicable), and any interim/final reports in order to ensure proposed evaluation activities are feasible, and final evaluation products are technically and factually accurate.

The timeframe for measuring the achievement of the objective will be four years after the Compact concludes, which is expected to occur in 2030; results would therefore be measured in 2034 in such a scenario.

However, MCC and MCA-Benin II intend to develop impact evaluation designs for the Electricity Generation Project, the Electricity Distribution Project, and the Off-Grid Electricity Access Project, while performance evaluations are more likely for the Policy Reform and Institutional Strengthening Project. The Parties anticipate that the evaluation plans for each Project will be generally in the substance set forth below.

Did the project achieve the project objective, to improve the capacity of MEP, ARE, SOMELEC to engage in inclusive power sector planning, grid operations, and electricity regulation in the timeframe and magnitude expected, as documented in the M&E Plan? Why or why not? MRP is expected to be evaluated through performance evaluation relying on a pre-post methodology to understand the quality and effectiveness of the intervention. Along with the Indicators listed in Table 2 which comprise the results to be measured and/or analyzed by the evaluation, the following questions shall guide the design of the evaluation:

To facilitate the evaluations, the Government shall share with MCC any necessary data, documentation, or other information required to assess the achievement of results targeted by the Program. All such information provided by the Government for evaluation purposes shall be de-identified and/or generalized in reporting, such that sensitive details shall not be made public. More detailed information on required data sources to be provided by the Government shall be set forth in the M&E Plan.
