BACKGROUND Publication of the main information on importation, exportation and transit procedures through the Internet The use of information and communications technologies (ICTs), in particular the Internet, offers a huge potential to improve access to information on a 24-hours basis/365 days a year with little operating costs (UNCTAD, 2011). Actually, the widespread acceptance of the Internet is a key tool to ensure the dissemination of information worldwide. The WTO Agreement on Trade Facilitation (TFA), in Article 1.2, appeals to the use of ICTs, namely the Internet, to publish specific trade-related information. Through the Internet, traders, governments and other interested parties are able to easily access to information readily available, independent of their location.

Members are encouraged to upload further information such as relevant trade-related legislation

Information Available Through Internet. Members shall prepare practical guides to their import, export, and transit procedures including appeal procedures. Members shall publish on the internet: (i) the practical guides, (ii) the forms and documents required for import, export or transit, (iii) relevant trade laws (where possible), and (iv) the enquiry point contact information. • Access to information • Skill gap/digital divide • Consult with women to understand the most beneficial format and accessible platform for information to be available to them (i.e. internet, app, SMS) • Provide support for the build and roll out of such information platforms • Provide capacity building training for the organisations responsible for communicating this information • Provide capacity building training for WOBs to explain trading basics and how to navigate information platforms • Design mechanisms that provide regular consultation and trainings for WOBs (such as training of trainers) • Assess the information gaps and the quality of information being displayed on existing platforms, then address inconsistencies
Information Available Through Internet. Members shall make available through the internet, preferably also in English, French or Spanish, a description of import, export, and transit procedures (including appeal), the forms and documents required, and contacts of enquiry point(s). This requirement provides for online access to required forms and documents in addition to accurate, relevant information. It removes the need for physical presence by providing the information and forms electronically and reduces the costs for translation or legal services to access information about a target export market. As a result, MSMEs should gain a better understanding of the regulatory requirements of their operating environments and save on ancillary costs to enter new markets.
