Inspection and Data Collection. (a) The Province, any authorized representative, or any independent auditor identified by the Province may, at the Province’s expense and at any time, during normal business hours, enter upon the Recipient’s premises to review the progress of any Eligible Project and the Recipient’s allocation and expenditure of the Funds and, for these purposes, the Province, any authorized representative, or any independent auditor identified by the Province may take one or more of the following actions:
