Interest on special loans. In case a loan is subject to provisions set forth in a special enact- ment and a provision concerning interest on the loan changes or an authority decides to change the interest on the basis of said enact- ment, the bank will have the right to change the interest payable on the loan accordingly. The bank will notify the borrower of a change in the interest rate as specified in Clause 3.4.
