INTRODUCTION AND SCOPE OF AGREEMENT. 1.1 Pursuant to Sections 251(a) and (b) of the Telecommunications Act of 1996 (“Act”), this Agreement sets forth the terms and conditions for the interconnection of TCAL’s network to TDS TELECOM's network, compensation for the transport and termination of telecommunications traffic between TDS TELECOM and TCAL, and the provision of ancillary functions by TDS TELECOM and TCAL.
