Invitation to Bid shall be the Request for Proposal (RFP) or other notice duly issued by the City of Lakeland’s Purchasing Department incorporating the Specification and other documents as may be required by municipal code or charter or by Florida statutes to solicit competitive prices for labor, material, and services.
