Where TNS information has not been provided by the end office Party, the tandem Party will Route originating Switched Access Service Traffic to the IXC using available translations. The Parties will follow all industry Ordering and Billing Forum (OBF) adopted guidelines pertaining to TNS codes.

Subject to Section 7.3.8.1, the Parties will provide all line information All CCS signaling parameters including, but not limited to, will be provided including Calling Party Number (CPN) (unless CPN is unavailable as described in 47 CFR 64.1601(d)), Charge Number (if it is different from CPN), and originating line information ("OLI"). For terminating FGD, either Party will pass any CPN it receives from other Carrierscalling party category, charge number, etc. All privacy indicators will be honored. Where availableIf SBCT fails to provide CPN (valid originating information), network signaling information and cannot substantiate technical restrictions (i.e., MF signaling) such traffic will be billed as Transit Network Selection Switched Access. Traffic sent to SBCT without CPN ("TNS") parameter (SS7 environmentvalid originating information) will be provided handled in the following manner. The transit provider will be responsible for only its portion of this traffic, which will not exceed more than five percent (5%) of the total Exchange Service (EAS/Local) and Exchange Access (IntraLATA Toll) traffic delivered to the other Party. Qwest will provide to SBCT, upon request, information to demonstrate that Qwest’s portion of no-CPN traffic does not exceed five percent (5%) of the total traffic delivered.
7.3.9 To the extent SBCT combines Exchange Service (EAS/Local) Exchange Access (IntraLATA Toll carried solely by Local Exchange Carriers), and Jointly Provided Switched Access (InterLATA and IntraLATA calls exchanged with a third-party IXC) traffic on a single LIS trunk group, the end office Party wherever such information is needed for call routing or Billing. Where TNS information has not been provided by the end office originating Party, at the tandem terminating party’s request will declare quarterly PLU(s). Such PLU’s will be verifiable with either call summary records utilizing Calling Party will Route originating Switched Access Service Traffic to the IXC using available translationsNumber information for jurisdictionalization or call detail samples. The Parties will follow all industry Ordering and Billing Forum terminating Party should apportion per minute of use (OBFMOU) adopted guidelines pertaining to TNS codescharges appropriately.
