JPC Voting Process. While the JPC may have multiple representatives from each Party, each Party shall on matters requiring a vote of the JPC be permitted to cast one vote. For a matter to be approved by the JPC, both planning regions must vote in the affirmative , except as provided in sub-paragraph (ii) of the second paragraph of section 9.3.2.4.
