Just Cause and Post-Accident Testing. 1. Just cause for drug testing (urine) and/or alcohol testing (intoxilyzer or breath) shall exist when: A. There is direct observation of illegal drug use on or off duty or alcohol usage on duty; B. An on duty Employee possesses alcohol or an on or off-duty employee possesses drugs or related drug paraphernalia which is outside the scope of his/her job duties; C. An Employee admits to illegal drug use or possession or alcohol misuse;
