Lawful conduct. 23.1 Each Participating Body and the Lead Force must ensure that all reasonable steps have been taken to ensure that it and anyone acting on its behalf shall possess all of the necessary qualifications, licences, permits, skills and experience to discharge their responsibilities under this Agreement effectively, safely and in conformance with any applicable law from time to time being in force (so far as is binding on the Lead Force and/or a Participating Body.)
