Layoff/Surplus Procedure. (a) Seniority will be maintained and accumulated during any layoff period as defined in 11:04(a). (b) Surplus applies only to permanent instructors whose position has been eliminated or reduced. (c) An instructor declared surplus will be given the opportunity to displace an instructor who has lesser bargaining unit seniority and who is the least senior employee provided that the instructor has the ability and qualifications to perform the duties without training other than orientation. (d) An instructor declared surplus and who cannot displace a less senior instructor, or the least senior instructor(s) who has no available position, shall be laid off and placed on recall.
