Limitations of Powers. a. The CBBEP, the Executive CouncilBoard of Directors, and the Bays Council shall have no powers of taxation or b. The CBBEP shall not authorize or undertake any project within the jurisdiction of a local government, including its extra-territorial jurisdiction, without the consent of that government.
