Lowest Responsible Bidder. 1.16.1 In determining the lowest responsible bidder, the county will utilize standards of responsibility as outlined in ORS 279C.375. This may include referencing the CCB website to determine "contractors not qualified to hold or bid upon public contracts or public improvement projects". Lowest Responsible Bidder. Award of the contract shall be to the lowest responsible bidder as determined by the DNR. The DNR’s determination that a bidder is not qualified may result in rejection of the bid submitted. Any bidder who has had unsatisfactory performance resulting in the termination of a DNR silviculture contract, will not be considered a responsible bidder unless the bidder provides government or forest industry references demonstrating acceptable performance on at least one contract with a minimum of 800 acres of Aerial Herbicide since the time of the termination. DNR reserves the right to contact references and make its own judgment regarding their reliability. DNR will review situations on a case-by-case basis, and encourages interested bidders to contact DNR with any questions before the specified bid opening.
Lowest Responsible Bidder. The lowest bid shall be the lowest total of the bid prices on the base contract plus escalation clause for year two and year three. This grand total is being used for the purpose of determining the lowest responsible bidder.

Lowest Responsible Bidder. This is the vendor who offers the lowest bid which meets all the specifications, requirements, terms and conditions of the Invitation to Bid. It is expressly understood that the lowest responsible bid includes any related costs to the City, using a total cost concept. The term "responsible" refers to the financial and practical ability of the bidder to perform the contract. The term is also used to refer to the experience or safety record of the vendor.
