MAINTENANCE OF EXISTING RATES. If the employer desires to provide increases in wages and/or other benefits over and above those provided in the Collective Agreement, the Employer shall negotiate and agree in writing with the Union as to such increases. If the Employer implements such increases prior to any agreement with the Union, the Employer shall pay to the Union, as liquidated damages, a sum equal to such increases paid prior to any agreement with the Union.
