Managed Care Operations Memos (MC OPS Memos. The Department will issue MC OPS Memos via the Pennsylvania HealthChoices Extranet to provide clarifications to requirements pertaining to HealthChoices. PH-MCOs must routinely check the Pennsylvania HealthChoices Extranet. MC OPS Memos and notices are vehicles to clarify operational policies and procedures and are not intended to amend the terms of the Agreement.
