The use of “shall” “must” or “will” (except to indicate simple futurity) in this contract indicates a requirement or condition from which a material deviation may not be waived the Florida Department of Health. The words “should” or “may” in this contract indicate desirable attributes or conditions that are permissive in nature and may be waived by mutual contract and with the approval of such change by the Department.
