Monitoring and Reporting. 7.1. The Grant Recipient shall closely monitor the delivery and success of the Funded Activities throughout the Funding Period to ensure that the aims and objectives of the Funded Activities are achieved. 7.2. The Grant Recipient shall provide the Authority with all reasonable assistance and co-operation in relation to any ad-hoc information, explanations and documents as the Authority may require, from time to time, so the Authority may establish if the Grant Recipient has used the Grant in accordance with the Grant Funding Agreement. 7.3. Upon request from the Authority the Grant Recipient shall also provide the Authority with an annual report on: 7.3.1. the progress made towards achieving the agreed outputs and the defined longer term outcomes set out in the Application Form. Where possible, the report will quantify what has been achieved by reference to the Funded Activities’ targets; and 7.3.2. if relevant, provide details of any Assets either acquired or improved using the Grant. 7.4. The Grant Recipient will permit any person authorised by the Authority reasonable access, with or without notice, to its employees, agents, premises, facilities and records, for the purpose of discussing, monitoring and evaluating the Grant Recipient's fulfilment of its obligations under the Grant Funding Agreement and will, if so required, provide appropriate oral or written explanations to such authorised persons as required during the Funding Period. 7.5. The Grant Recipient will record in its financial reports the amount of Match Funding it receives together with details of what it has used that Match Funding for. 7.6. The Grant Recipient will notify the Authority as soon as reasonably practicable of: 7.6.1. any actual or potential failure to comply with any of its obligations under the Grant Funding Agreement, which includes those caused by any administrative, financial or managerial difficulties; and 7.6.2. actual or potential variations to the Eligible Expenditure set out in Annex 4 of these Conditions and/or any event which materially affects the continued accuracy of such information. 7.7. The Grant Recipient represents and undertakes (and shall repeat such representations on delivery of any annual report): 7.7.1. that the reports and information it gives pursuant to this paragraph 7 are accurate; 7.7.2. that it has diligently made full and proper enquiry of the matter pertaining to the reports and information given; and 7.7.3. that any data it provided pursuant to an application for the Grant may be shared within the powers conferred by legislation with other organisations for the purpose of preventing or detecting crime.

7.2.2. any Participant is unable to carry out regular, meaningful work at any point during the six month Kickstart Scheme employment. This could be because the Grant Recipient is unable to provide work due to recommended or mandatory measures introduced by the Authority with an annual report on:
7.3.1Crown to prevent or delay the spread of Coronavirus, a change in circumstances for the Participant, special leave or for any other reason. the progress made towards achieving the agreed outputs and the defined longer term outcomes set out DWP may then decide to take any action deemed reasonable in the Application Form. Where possiblecircumstances, including extending the report will quantify what has been achieved by reference period of Grant funding and making changes to the Funded Activities’ targets; and
7.3.2. if relevant, provide details of any Assets either acquired or improved using the GrantGrant payments with respect to that Participant.
7.47.3. The Grant Recipient will permit any person authorised by the Authority DWP reasonable access, with or without notice, to its employees, agents, premises, premises and facilities and records, for the purpose of discussing, monitoring and evaluating the Grant Recipient's fulfilment of its obligations under the this Grant Funding Agreement and will, if so required, provide appropriate oral or written explanations to such authorised persons as required during the Funding Period.
7.5. The Grant Recipient will record in its financial reports the amount of Match Funding it receives together with details of what it has used that Match Funding for.
7.67.4. The Grant Recipient will notify the Authority DWP as soon as reasonably practicable possible and in any event within two (2) Working Days of becoming aware of:
7.6.17.4.1. any actual or potential failure to comply with any of its obligations under the this Grant Funding Agreement, which includes those caused by any administrative, financial or managerial difficulties; andor
7.6.27.4.2. actual or potential variations to the Eligible Expenditure set out in Annex 4 of these Conditions and/or any event which materially affects the continued accuracy of such informationinformation contained in its Grant application.
7.77.5. The Grant Recipient represents acknowledges and undertakes (and shall repeat such representations on delivery of any annual report):
7.7.1. that the reports and information it gives pursuant to this paragraph 7 are accurate;

This could be because an Employer is unable to provide work due to recommended or mandatory measures introduced by the Crown to prevent or delay the spread of Coronavirus, a change in circumstances for the Participant, special leave or for any other reason. DWP may then decide to take any action deemed reasonable in the circumstances, including extending the period of Grant in accordance funding and making changes to Grant payments with the Grant Funding Agreementrespect to that Participant.
7.3. Upon request from the Authority the Grant Recipient shall also provide the Authority with an annual report on:
7.3.1. the progress made towards achieving the agreed outputs and the defined longer term outcomes set out in the Application Form. Where possible, the report will quantify what has been achieved by reference to the Funded Activities’ targets; and
7.3.2. if relevant, provide details of any Assets either acquired or improved using the Grant.
7.4. The Grant Recipient will permit permit, and procure that each Employer permits, any person authorised by the Authority DWP reasonable access, with or without notice, to its employees, agents, premises, premises and facilities and records, for the purpose of discussing, monitoring and evaluating the Grant Recipient's fulfilment of its obligations under the Grant Funding Agreement Funded Activities and will, if so required, provide appropriate oral or written explanations to such authorised persons as required during the Funding Period.
7.5. The Grant Recipient will record in its financial reports the amount of Match Funding it receives together with details of what it has used that Match Funding for.
7.67.4. The Grant Recipient will notify the Authority DWP as soon as reasonably practicable possible and in any event within two (2) Working Days of becoming aware of:
7.6.17.4.1. any actual or potential failure to comply with any of its obligations under the this Grant Funding Agreement, which includes those caused by any administrative, financial or managerial difficulties; andor

7.7.3. agrees that any data it provided pursuant to an application for the Grant, or provides under this Grant Agreement, may be shared within the powers conferred by legislation with other organisations for the purpose of preventing or detecting crime.
7.6. The Grant Recipient acknowledges that DWP has a duty to ensure that public money is used as intended. The Grant Recipient agrees that DWP may contact any Employer to:
7.6.1. verify how quickly the Employer is receiving payment from the Grant Recipient; and
7.6.2. check what support the Grant Recipient is providing to the Employer or its Participants.

7.3.27.2.2. if relevant, provide details of any Assets either acquired or improved using the Grant.
7.3. Where the Recipient has obtained funding from a third party for its delivery of part of the Funded Activities, the Recipient will include the amount of such funding in its financial reports together with details of what that funding has been used for, provided that where such third party funding duplicates all or any part of the Grant clauses 3.6 and 3.7 shall apply.
7.4. The Grant Recipient will permit any person authorised by the Authority such reasonable access, with or without notice, access to its employees, agents, premises, facilities and records, as is reasonable, for the purpose of discussing, monitoring and evaluating the Grant Recipient's fulfilment of its obligations under the Grant Funding conditions of this Agreement and will, if so requiredupon reasonable request by any such person, provide appropriate oral or written explanations to from such authorised persons employees or agents as required during the Funding PeriodPeriod and for a period of 2 years after the termination or expiry of this Agreement.
7.5. The Grant Recipient will record in its financial reports the amount of Match Funding it receives together with details of what it has used that Match Funding for.
7.6. The Grant Recipient will notify the Authority as soon as reasonably practicable of:
7.6.17.5.1. any financial, administrative or managerial difficulties that may hinder or prevent the Recipient from fulfilling its obligations under the Agreement;
7.5.2. any actual or potential failure Material Breach (including changes to comply with any of its obligations under the Grant Funding Agreement, which includes those caused by any administrative, financial or managerial difficultiesFunded Activities); and
7.6.27.5.3. any change in the information on costs (whether actual or potential variations to estimated) of carrying out the Eligible Expenditure set out in Annex 4 of these Conditions and/or Funded Activities or any event which materially affects the continued accuracy of such information.
7.77.6. The Grant Recipient represents will represent and undertakes undertake (and shall repeat such representations on delivery of any annual report):
7.7.1. delivery) that the reports and information it gives pursuant to this paragraph clause 7 are accurate;
7.7.2. accurate and that it has diligently made full and proper enquiry of the matter pertaining to the reports and information given.
7.7. If at any time the Recipient becomes aware that any of the reports and/or information it has given pursuant to this clause 7 are not full and accurate reports, it will:
7.7.1. notify the Authority as soon as reasonably practicable of the details of any error and/or omission within such reports and/or information; and
7.7.37.7.2. that promptly provide the Authority with an updated version of any data it provided pursuant to an application for the Grant may be shared within the powers conferred by legislation relevant documents with other organisations for the purpose of preventing or detecting crimeall such errors and/or omissions remedied.

Monitoring and Reporting. 7.1. 7.1 The Grant Recipient shall closely monitor the delivery and success of the Funded Activities Project throughout the Funding Grant Period to ensure that the aims Project is being delivered and objectives that this Agreement is being adhered to.
7.2 The Grant Recipient shall consult the Authority on the Planning Application as the Planning Application is being prepared. Prior to submitting the Planning Application the Grant Recipient shall seek Approval of the Funded Activities are achievedPlanning Application from the Authority.
7.2. 7.3 The Grant Recipient shall provide the Authority with a financial report and an operational report on its use of the Grant within thirty (30) days following receipt of a written request to do so from the Authority and in such formats as the Authority may reasonably require.
7.4 The Grant Recipient shall provide to the Authority:
(a) quarterly financial reports;
(b) together with each quarterly financial report, a risk register (which shall address the health and safety of the Grant Recipient's staff) and insurance review in the format provided by the Authority. The Grant Recipient shall, amongst others, address the health and safety of its staff in the risk register; and
(c) a record of all reasonable assistance health and co-operation safety incidents, accidents and concerns including Near Misses arising in relation to any ad-hoc connection with the Project or the Development.
7.5 The Grant Recipient shall on request from the Authority provide the Authority with such further information, explanations and documents (including without limitation the SGEI Information) as the Authority may require, from time reasonably require in order for it to time, so the Authority may establish if whether the Grant Recipient has been used the Grant properly in accordance with the Grant Funding this Agreement.
7.3. Upon request 7.6 The Grant Recipient shall upon five (5) Working Days' written notice from the Authority the Grant Recipient shall also provide the Authority with an annual report on:
7.3.1. the progress made towards achieving the agreed outputs and the defined longer term outcomes set out in the Application Form. Where possible, the report will quantify what has been achieved by reference to the Funded Activities’ targets; and
7.3.2. if relevant, provide details of any Assets either acquired or improved using the Grant.
7.4. The Grant Recipient will permit any person authorised by the Authority such reasonable access, with or without notice, access to its employees, agents, premises, facilities and records, records for the purpose of discussing, monitoring and evaluating the Grant Recipient's ’s fulfilment of its obligations under the Grant Funding conditions of this Agreement and willshall, if so required, provide appropriate oral or written explanations to such authorised persons as required during the Funding Periodfrom them.
7.5. 7.7 The Grant Recipient will record shall permit any person authorised by the Authority for the purpose to visit the Grant Recipient once every quarter to monitor the delivery of the Project. Where, in its financial reports reasonable opinion, the amount of Match Funding Authority considers that additional visits are necessary to monitor the Project, it receives together with details of what it has used that Match Funding forshall be entitled to authorise any person to make such visits on its behalf.
7.6. 7.8 The Grant Recipient will notify shall provide the Authority as soon as with a final report on completion of the Grant Period which shall confirm whether the Project has been successfully and properly completed.
7.9 The Grant Recipient shall provide the Authority with any additional information that the Authority may reasonably practicable of:
7.6.1. any actual or potential failure require to comply with any of its obligations under the Grant Funding Agreement, which includes those caused by any administrative, financial internal or managerial difficulties; and
7.6.2. actual or potential variations to the Eligible Expenditure set out in Annex 4 of these Conditions and/or any event which materially affects the continued accuracy of such informationexternal audit requirements.
7.7. The Grant Recipient represents and undertakes (and shall repeat such representations on delivery of any annual report):
7.7.1. that the reports and information it gives pursuant to this paragraph 7 are accurate;
7.7.2. that it has diligently made full and proper enquiry of the matter pertaining to the reports and information given; and
7.7.3. that any data it provided pursuant to an application for the Grant may be shared within the powers conferred by legislation with other organisations for the purpose of preventing or detecting crime.

Monitoring and Reporting. 7.1The Grant Administrator is specifically tasked with monitoring and reporting on behalf of the Authority and any references to “Authority” in this section 7 should be read as “the Authority acting through the Grant Administrator”. The Grant Recipient shall must closely monitor the delivery and success of the Funded Activities throughout the Funding Period to ensure that the aims and objectives of the Funded Activities are achieved.
7.2. The Authority may conduct site visits to monitor the delivery of the Funded Activities. The Authority will conduct at least two site visits, the first on or around the Commencement Date and another following completion on the Funded Activities but prior to the final payment of the Grant. The Grant Recipient must notify the Authority when 80% of the Funded Activities have been completed. The Grant Recipient shall facilitate and provide all reasonable access and assistance to the Authority in order for the Authority to conduct a site visit. The Grant Recipient must provide the Authority with all reasonable assistance and co-operation in relation to any ad-hoc information, explanations and documents as the Authority may require, from time to time, so the Authority may establish if the Grant Recipient has used the Grant in accordance with the Grant Funding Agreement.
7.3. Upon request from the Authority the The Grant Recipient shall must also provide the Authority with an annual report on:
7.3.1reports set out in Schedule 3 by the relevant deadline stated. The reports shall include: the progress made towards achieving the agreed outputs and the defined longer longer-term outcomes set out in the Application FormSchedule 3 of these Conditions. Where possible, the report will must quantify what has been achieved by reference to the Funded Activities’ targets; and
7.3.2. and if relevant, provide details of any Assets either acquired or improved using the Grant.
7.4. The Grant Recipient will must permit any person authorised by the Authority reasonable access, with or without notice, to its employees, agents, premises, facilities and records, for the purpose of discussing, monitoring and evaluating the Grant Recipient's fulfilment of its obligations under the Grant Funding Agreement and willmust, if so required, provide appropriate oral or written explanations to such authorised persons as required during the Funding Period.

7.7.1. its periodic reports as required in the Grant Award Letter): that the reports and information it gives pursuant to this paragraph condition 7 are accurate;
7.7.2. ; and that it has diligently made full and proper enquiry of the matter pertaining to the reports and information given; and
7.7.3. The Grant Recipient acknowledges that any data it provided pursuant to an application for the Grant may be shared within the powers conferred by legislation with other organisations for the purpose of preventing or detecting crime.

Monitoring and Reporting. 7.1. The Grant Recipient Project Deliverer shall closely monitor the delivery and success of the Funded Project Activities throughout the Funding Period to ensure that the aims and objectives of the Funded UK Shared Prosperity Fund and the Project Activities are achievedachieved and the Technical Documents are complied with.
7.2. The Grant Recipient Project Deliverer shall provide the Lead Authority with all reasonable assistance and co-operation in relation to any ad-hoc information, explanations and documents as the Lead Authority and/or Secretary of State may require, from time to time, so the Lead Authority and/or Secretary of State may establish if the Grant Recipient Project Deliverer has used the Grant or Funding in accordance with the Grant Funding Agreement.
7.3. Upon request The Project Deliverer and the Lead Authority shall meet to review the progress of the Project from time to time on a regular basis, at such times and locations as the Lead Authority reasonably determines. Wherever possible, the Project Deliverer shall ensure that the Project manager and other relevant Project staff attend such meetings and the Lead Authority shall ensure that the Grant Recipient Manager attends such meetings.
7.4. The Project Deliverer shall also provide the Lead Authority with an annual report onquarterly submissions signed by the section 151 officer detailing the following:
7.3.17.4.1. the progress made towards achieving the agreed activities and outputs and for the defined longer term outcomes Project set out in the Application FormAnnex 2 of these Conditions;
7.4.2. Where possible, the each report will quantify what has been achieved by reference to the Funded Project and the Project Activities’ targets; andtargets for that Project;
7.3.27.4.3. if relevant, provide details of any Assets either acquired or improved using the GrantGrant and the Funding.
7.47.4.4. provide the total value of expenditure during the quarter split between capital and revenue.
7.5. The Grant Recipient Project Deliverer will permit any person authorised by the Lead Authority reasonable access, with or without notice, to its employees, agents, premises, facilities and records, for the purpose of discussing, monitoring and evaluating the Grant RecipientProject Deliverer's fulfilment of its obligations under the Grant this Funding Agreement and will, if so required, provide appropriate oral or written explanations to such authorised persons as required during the Funding Period.
7.57.6. The Grant Recipient Project Deliverer will also permit any person authorised by the Secretary of State reasonable access, with or without notice, to its employees, agents, premises, facilities and records, for the purpose of discussing, monitoring and evaluating the Project Deliverer’s fulfilment of its Project’s Project Activities and, if so required, to provide appropriate oral or written explanations to such authorised persons as required during the Funding Period.
7.7. The Project Deliverer will record in its financial reports the amount of Match Funding it receives together with details of what it has used that Match Funding for, if applicable.
7.67.8. The Grant Recipient Project Deliverer will notify the Lead Authority as soon as reasonably practicable of:
7.6.17.8.1. any actual or potential failure to comply with any of its obligations under the Grant Funding Agreement, which includes those caused by any administrative, financial or managerial difficulties; and
7.6.27.8.2. actual or potential variations to the Eligible Expenditure set out in Annex 4 of these Conditions and/or any event which materially affects the continued accuracy of such information.
7.77.8.3. any actual or potential failure by the Project Deliverer to comply with any of its obligations under the Project Deliverer Funding Agreement, which includes those caused by any administrative, financial or managerial difficulties; and
7.8.4. actual or potential variations to the Eligible Expenditure in respect of the Project Deliverer’s Project and/or any event which materially affects the continued accuracy of such information.
7.9. The Grant Recipient Project Deliverer represents and undertakes (and shall repeat such representations on delivery of any annual its monitoring report):
7.7.17.9.1. that the reports and information it gives pursuant to this paragraph 7 are accurate;
7.7.27.9.2. that it has diligently made full and proper enquiry of the matter matters pertaining to the reports and information given; and
7.7.37.9.3. that any data it provided provides pursuant to an application for the Grant or for the Funding or during the course of the Funding Period or related auditing or assurance may be shared within the powers conferred by legislation with other organisations for the purpose of preventing or detecting crime.

The Grant Recipient shall provide the Authority with: a report on its performance against the Agreed Outputs and this Grant Agreement at the intervals specified in the Grant Funding Letter; and any assistance and information reasonably requested by the Authority to establish whether the Grant Recipient has used the Grant in accordance with the Grant Agreement. To satisfy this requirement the Grant Recipient will provide, at the Authority's discretion: annual accounts audited by an independent and appropriately qualified auditor where the Grant is clearly segregated from other funds; or a statement showing that the Grant has been certified by an independent and appropriately qualified auditor, accompanied by the Grant Recipient’s annual audited accounts. The Authority, National Audit Office and/or their authorised representatives may, at any time during and up to 7 years after the end of the Grant Agreement, which includes those caused conduct audits in relation to the Grant Recipient's use of the Grant and/or compliance with this Grant Agreement. The Grant Recipient agrees to act reasonably in cooperating with such audits, including by any administrativegranting access to relevant documentation, premises and personnel. The Grant Recipient shall: maintain to the Authority's satisfaction an appropriate system of financial or managerial difficultiesmanagement and controls, maintain detailed records in relation to such controls, and provide copies of such records to the Authority on request; and
7.6.2. actual or potential variations and retain, and procure that its sub-contractors retain, all relevant documentation relating to the Eligible Expenditure set out and any income generated by the Funded Activity (including invoices, receipts and accounting records) during the Funding Period and for a period of 7 years. Where the Grant Recipient is a company registered at Companies House, the Grant Recipient must file its annual return and accounts by the dates specified by Companies House. Where the Grant Recipient is a registered charity, the Grant Recipient must file its charity annual return by the date specified by the Charity Commissioner. If requested by the Authority, the Grant Recipient shall provide the Authority with copies of its annual return, accounts and/or charity annual return (as applicable) within five days of filing them at Companies House and/or the Charity Commissioner (as applicable). Error: Reference source not foundFINANCIAL MANAGEMENT AND PREVENTION OF BRIBERY, CORRUPTION, FRAUD AND OTHER IRREGULARITY The Grant Recipient will: at all times comply with all applicable laws, statutes and regulations relating to anti-bribery and anti-corruption, including but not limited to the Bribery Act; maintain a sound administration and audit process, including internal financial controls to safeguard against fraud and theft, money laundering, counter terrorist financing or any other impropriety, or mismanagement in Annex 4 connection with the administration of these Conditions the Grant; and notify the Authority of all actual or suspected cases of fraud, theft or financial irregularity relating to the Funded Activities as soon as they are identified and keep the Authority informed in relation to its remedial actions thereafter. In the event of any actual or suspected fraud, theft or other financial irregularity (which shall include use of the Grant for any purpose other than that envisaged by this Grant Agreement), the Authority may, at its absolute discretion: require the Grant Recipient to take such remedial steps as the Authority shall reasonably specify; and/or suspend future payment of the Grant to the Grant Recipient, and in all cases the Grant Recipient shall explain to the Authority what steps are being taken to investigate the irregularity and shall keep the Authority informed about the progress of any event which materially affects the continued accuracy of such information.
7.7investigation. The Grant Recipient represents will, if required by the Authority, refer the matter to an external auditor or any other Third Party. The Grant Recipient agrees and undertakes (and shall repeat such representations on delivery of any annual report):
7.7.1. that the reports and information it gives pursuant to this paragraph 7 are accurate;
7.7.2. accepts that it has diligently made full may become ineligible for grant support and proper enquiry be required to repay all or part of the matter pertaining to Grant if it engages in tax evasion or aggressive tax voidance in the reports and information given; and
7.7.3. that any data it provided pursuant to an application for the Grant may be shared within the powers conferred by legislation with other organisations for the purpose opinion of preventing or detecting crimeHMRC.

7.3.2. if relevant, provide (ii) details of any Assets either acquired or improved using the Grant.
7.3. Where the Grant Recipient has obtained funding from a third party for its delivery of part of the Funded Activities, the Grant Recipient will include the amount of such funding in its financial reports together with details of what that funding has been used for.
7.4. The Grant Recipient will permit any person authorised by the Authority reasonable access, permitted by law, with or without notice, to its employees, agents, premises, facilities and records, for the purpose of discussing, monitoring and evaluating the Grant Recipient's fulfilment of its obligations under the Grant Funding conditions of this Agreement and will, if so required, provide appropriate oral or written explanations to such authorised persons from them as required during the Funding PeriodPeriod or for so long as any Grant remains unspent by the Grant Recipient, whichever is the longer.
7.5. The Grant Recipient will record in its financial reports the amount of Match Funding it receives together with details of what it has used that Match Funding for.
7.6. The Grant Recipient will notify the Authority Authority’s Delivery Partner as soon as reasonably practicable of:
7.6.1. (i) any financial, administrative, managerial difficulties that may hinder or prevent the Grant Recipient from fulfilling its obligations under the Agreement;
(ii) any actual or potential material failure to comply with meet any of its obligations under the Grant Funding Agreement, which includes those caused by any administrative, financial or managerial difficulties; andTerms and Conditions;
7.6.2. (iii) actual or potential material variations to the Eligible Expenditure set out agreed in accordance with the Offer Letter or Annex 4 of these Conditions and/or this Agreement; and
(iv) any change in the information on costs (whether actual or estimated) of carrying out the Funded Activities or any event which materially affects the continued accuracy of such information.
7.77.6. The Grant Recipient represents will represent and undertakes undertake (and shall repeat such representations on delivery of any annual report):
7.7.1. delivery) that the reports and information it gives pursuant to this paragraph Clause 7 are accurate;

The Grant Recipient will permit any person authorised by the Authority such reasonable access, with or without notice, access to its employees, agents, premises, facilities and records, for the purpose of discussing, monitoring and evaluating the Grant Recipient's fulfilment of its obligations under the Grant Funding conditions of this Agreement and will, if so required, provide appropriate oral or written explanations to from such authorised persons employees or agents as required during the Funding PeriodPeriod and for so long as any portion of the Grant remains unspent.
7.5. The Grant Recipient will record in its financial reports the amount of Match Funding it receives together with details of what it has used that Match Funding for.
7.619.5. The Grant Recipient will notify the Authority as soon as reasonably practicable of:
7.6.119.5.1. any financial, administrative, managerial difficulties that may hinder or prevent the Grant Recipient from fulfilling its obligations under the Agreement;
19.5.2. any actual or potential failure to comply with any of its obligations under the Grant Funding Agreement, which includes those caused by any administrative, financial or managerial difficulties; andMaterial Breach;
7.6.219.5.3. actual or potential material variations to the Eligible Expenditure set out agreed in accordance with the Grant Offer Letter or Annex 4 (Eligible Expenditure); and

7.719.6. The Grant Recipient represents will represent and undertakes undertake (and shall repeat such representations on delivery of any annual report):
7.7.1. delivery) that the reports and information it gives pursuant to this paragraph 7 clause 19 are accurate;
7.7.2. accurate and that it has diligently made full and proper enquiry of the matter pertaining to the reports and information given; and.

Monitoring and Reporting. 7.1. 7.1 The Grant Recipient shall closely monitor the delivery and success of the Funded Activities Project throughout the Funding Period Term to ensure that the aims and objectives of the Funded Activities Project are achievedbeing met and that this Agreement is being adhered to.
7.27.2 The Grant Recipient shall comply with any Project monitoring and reporting requirements as required by the Council. This may include a financial and operational report on its use of the Grant and delivery of the Project annually or as notified by the Council throughout the Term and in such formats as the Council may reasonably require.
7.3 Subject to Clause 2.3, where the Grant Recipient has obtained funding from a third party for its delivery of part of the Project, the Grant Recipient shall include the amount of such funding in its financial reports together with details of what that funding has been used for.
7.4 The Council shall have the sole discretion, in the event that in its reasonable opinion that sufficient progress has not been made by the Grant Recipient, to withhold payment of the Grant payments as set out in the Payment Schedule until such sufficient progress has been made.
7.5 The Grant Recipient shall, if requested, submit to the Council such other information as is reasonably required by the Council in order to verify incurred costs and expenses.
7.6 The Grant Recipient shall allow representatives of the Council, and any Government representatives, to visit the Premises on request in order to examine, inspect and photograph:
7.6.1 the Works and all other operations carried out by the Grant Recipient and/or its contractors;
7.6.2 the Grant Recipient’s records; and
7.6.3 the Grant Recipient’s administrative and financial systems. The Grant Recipient shall provide the Authority with all reasonable assistance and co-operation in relation to any ad-hoc representatives visiting pursuant to this Clause including provision via original or certified copy of any documents required.
7.7 The Grant Recipient shall provide all information reasonably required by the Council and/or the Government in order to monitor the Project and ensure compliance with this Agreement.
7.8 The Grant Recipient shall on request provide to the Council with such information, explanations explanation and documents as the Authority Council may require, from time reasonably require in order to time, so the Authority may establish if that the Grant Recipient has been used the Grant properly and in accordance with the Grant Funding this Agreement.
7.3. Upon request from the Authority the 7.9 The Grant Recipient shall also provide the Authority with an annual report on:
7.3.1. the progress made towards achieving the agreed outputs and the defined longer term outcomes set out in the Application Form. Where possible, the report will quantify what has been achieved by reference to the Funded Activities’ targets; and
7.3.2. if relevant, provide details of any Assets either acquired or improved using the Grant.
7.4. The Grant Recipient will permit any person authorised by the Authority Council such reasonable access, with or without notice, access to its employees, agents, premises, facilities and records, for the purpose of discussing, monitoring and evaluating the Grant Recipient's ’s fulfilment of its obligations under the Grant Funding conditions of this Agreement and willshall, if so required, provide appropriate oral or written explanations to such authorised persons as required during the Funding Periodfrom them.
7.5. 7.10 The Grant Recipient will record in its financial reports shall permit any person authorised by the amount of Match Funding it receives together with details of what it has used that Match Funding for.
7.6. The Grant Recipient will notify the Authority as soon as reasonably practicable of:
7.6.1. any actual or potential failure to comply with any of its obligations under the Grant Funding Agreement, which includes those caused by any administrative, financial or managerial difficulties; and
7.6.2. actual or potential variations to the Eligible Expenditure set out in Annex 4 of these Conditions and/or any event which materially affects the continued accuracy of such information.
7.7. The Grant Recipient represents and undertakes (and shall repeat such representations on delivery of any annual report):
7.7.1. that the reports and information it gives pursuant to this paragraph 7 are accurate;
7.7.2. that it has diligently made full and proper enquiry of the matter pertaining to the reports and information given; and
7.7.3. that any data it provided pursuant to an application for the Grant may be shared within the powers conferred by legislation with other organisations Council for the purpose to visit the Grant Recipient, the Premises and/or the Works every quarter (if required) to monitor the delivery of preventing or detecting crimethe Project. Where, in the reasonable opinion, the Council considers that additional visits are necessary to monitor the Project, it shall be entitled to authorise any person to make such visits on its behalf.
7.11 If requested by the Councill, the Recipient shall provide to the Council with a final report on completion of the Term which shall complete whether the Project has been successfully and properly completed.

If errors are found in the Grant Recipient’s report, through automated validation checks when the report is submitted, or through the Authority’s manual quality assurance checks, the Grant Recipient will promptly correct and resubmit the report the Authority. The content of the monthly reporting will be continually defined by the Authority as per the needs of the scheme and can be modified at any time. Monthly reporting will include, but is not limited to:
1. An overview of monthly progress on the project
2. An update against Key Performance Indicators (KPIs) and delivery milestones outlined in Annex 6
3. The principal risks, issues, and/or concerns that could impact project progress
4. Any suspected incidents of fraud or error or suspicious behaviour
5. Specific per home information, including but not limited to: • Contact details of the Grant Recipient and its delivery partners • Information about properties treated including, but not limited to: address, smart meter installations, and building characteristics • Details of the funding used to support installations, including from the Authority, the Grant Recipient, and additional contributions from owners or other third parties • The measures planned or delivered, including type, size, certification, cost, and the Unique Measure References (UMRs) • Pre- and post-SAP and RdSAP assessments of properties treated, as well as TrustMark certificates for completed properties • Contact details (address, email, and phone number) for occupants and installers of properties treated, as well as details about any relevant accreditation, such as TrustMark License Numbers (TMLNs) • Contact details for occupants who are offered installation but drop out of the scheme or do not accept, and the reason for dropping out. • The amount of grant funding the Grant Recipient has received, is requesting, or expect to request from the Authority each month. • Any other items the Grant Recipient wishes to escalate to the Authority.
7.4. Where the Grant Recipient is a consortium lead, in addition to the reporting requirements set out in paragraph 7.3, the Grant Recipient shall also provide the Authority with an annual report on:
7.3.1. the progress made towards achieving the agreed outputs and the defined longer term outcomes set out in the Application Form. Where possible, the report will quantify what has been achieved by reference reporting related to the Funded Activities’ targetsperformance of consortium members, when requested by the Authority. The decision to request consortium member reporting is at the discretion of the Authority; and
7.3.2examples of when the Authority may request this information include, but are not limited to, poor performance against key performance indicators, and routine reviews of SHDF - Wave 2.2 by the Authority of the scheme and can be modified at any time. if relevantThe Authority will provide Grant Recipients with a consortium member reporting template, provide details of any Assets either acquired or improved using which the GrantGrant Recipient shall submit through the DESNZ Data Management System when requested by the Authority.

Monitoring and Reporting. 7.1. Once issued with a Grant, the Grant Recipient will create a Collaboration Agreement which stipulates the planned meetings between University Supervisor, Industry Partner and Department for Transport.

7.57.6. The Grant Recipient will record in its financial reports the amount of Match Funding it receives together with details of what it has used that Match Funding for.
7.67.7. The Grant Recipient will notify the Authority as soon as reasonably practicable of:
7.6.17.7.1. any actual or potential failure to comply with any of its obligations under the Grant Funding Agreement, which includes those caused by any administrative, financial or managerial difficulties; and
7.6.27.7.2. actual or potential variations to the Eligible Expenditure set out in Annex 4 5 of these Conditions and/or any event which materially affects the continued accuracy of such information.

7.5. The Grant Recipient will record in its financial reports the amount of Match Funding it receives together with details of what it has used that Match Funding for.
7.6. The Grant Recipient will notify the Authority as soon as reasonably practicable of:
7.6.1. of any actual or potential failure to comply with any of its obligations under the Grant Funding Agreement, which includes those caused by any administrative, financial or managerial difficulties; and.
7.6.27.3. actual or potential variations At the Authority’s written request, the Grant Recipient shall provide the Authority with financial reports and operational reports on its use of the Grant and delivery of the Funded Activities, containing such information, and in such formats as the Authority may reasonably require. The Grant Recipient shall provide the Authority with each report on a date to be determined by the Authority. The Authority may at its discretion provide the Grant Recipient with feedback on the adequacy of a report and may also require the Grant Recipient to re-submit a report, having taken into account any issues raised in the Authority’s feedback.
7.4. Where the Grant Recipient has obtained funding from a third party for its delivery of part of the Funded Activities, the Grant Recipient shall include the amount of such funding in its financial reports together with details of the purpose for which that funding has been used.
7.5. The Parties, if requested by the Authority, shall meet annually to carry out a review of the performance of the Grant Recipient in respect of the Funded Activities, and to consider key issues and risks relating to the Eligible Expenditure set out Funded Activities. These meetings shall take place at the Authority’s premises, unless otherwise agreed or, where suitable, conducted by phone or video-conference.
7.6. The Grant Recipient shall on request provide the Authority with such further information, explanations and documents as the Authority may require in Annex 4 of these Conditions and/or any event which materially affects order for it to establish that the continued accuracy of such informationGrant Funding has been used properly in accordance with this Agreement.
7.7. The Grant Recipient shall permit any person authorised by the Authority access to its employees, agents, premises, facilities and records, for the purpose of discussing, monitoring and evaluating the Grant Recipient's fulfilment of the conditions of this Agreement and shall, if so required, provide appropriate oral or written explanations as required during the Funding Period and for so long as any Grant remains unspent.
7.8. The Grant Recipient shall permit and facilitate any person authorised by the Authority for that purpose to visit the Grant Recipient to monitor the delivery of the Funded Activities.
7.9. The Grant Recipient represents and undertakes (and shall repeat such representations on delivery of any annual the relevant report):
7.7.17.9.1. that the reports and information it gives pursuant to this paragraph 7 are accurate;; and

Monitoring and Reporting. 7.1. 7.4.1. report on the progress made towards achieving the agreed outputs and the defined longer term outcomes set out in the Application FormAgreed Outputs including an appropriate level of evidence of Project activities to allow an independent reviewer to evaluate progress. Where possible, the report will quantify what has been achieved by reference to the Funded Activities’ Project targets; and;
7.3.27.4.2. if relevant, provide details of any Assets either acquired or improved using the Grant; and
7.4.3. be submitted according to the guidelines and in the format provided by the Department, which are available at the Darwin Forms and Guidance Portal.
7.47.5. The Grantee shall provide any supplementary reports/information on other aspects of its activities as may be reasonably requested by the Department to enable it to consider the use to which the Grant Recipient is put. This may include providing information about Project legacy after the Project has ended.
7.6. The Grantee will permit any person authorised by the Authority Department reasonable access, with or without notice, to its employees, agents, premises, facilities and records, for the purpose of discussing, monitoring and evaluating the Grant RecipientGrantee's fulfilment of its obligations under the Grant Funding Agreement and will, if so required, provide appropriate oral or written explanations to such authorised persons as required during the Funding Period.

Monitoring and Reporting. 7.1. 9.1 The Grant Recipient shall closely monitor the delivery and success of the Funded Activities throughout the Funding Period to ensure that the aims and objectives of the Funded Activities are achieved.

9.2.1 brief monthly narrative updates in respect of its delivery of the Project. Monthly updates will be due by the 5th day of the following month (i.e. the report for June 2021 would be due by 5 July 2021);
9.2.2 a three (3) month financial and narrative report for each financial quarter within 5 days of the end of each quarter until the Project is completed, which shall include:
9.2.2.1 a progress update on the Project;
9.2.2.2 an explanation of any technical or administrative challenges faced and what was done to resolve them;
9.2.2.3 an indication of whether the Project is on plan (accompanied by an updated Project plan to complete the Project) and, if not, what needs to be done to resolve any delays or technical challenges (including decisions by the Grant Recipient);
9.2.2.4 a revised rolling forecast of Project activity, budgeted cost and cash- flow to completion; and
9.2.2.5 the amount of Match Funding received by the Recipient together with details of what it has used that Match Funding for; and
9.2.3 a final financial and narrative report within thirty (30) days of the completion of the Project.
9.3 Templates for the reports set out in clause 9.2 will be supplied by the Authority’s nominated Monitoring Officer.
9.4 The Grant Recipient shall ensure that the Authority receives the information and evidence required by clause 5.4 to coincide with the Payment Milestones. Should the Grant Recipient fail to do so, or should the Authority reasonably conclude that the information and evidence provided prior to that deadline is unsatisfactory, the Authority shall be entitled to withdraw the Grant.
9.5 The Grant Recipient shall provide the Authority with all reasonable assistance and co-operation in relation to any ad-hoc information, explanations and documents as the Authority may require, from time to time, so the Authority may establish if the Grant Recipient has used the Grant in accordance with the Grant Funding Agreement.

7.6.1. 9.7.1 any actual or potential failure to comply with any of its obligations under the Grant Funding Agreement, which includes those caused by any administrative, financial or managerial difficulties; and
7.6.2. 9.7.2 actual or potential variations to the Eligible Expenditure set out in Annex 4 of these Conditions and/or any event which materially affects the continued accuracy of such information.
7.7. 9.8 The Grant Recipient represents and undertakes (and shall repeat such representations on delivery of any annual reportthe reports set out in clause 9.2):

7.5. The Grant Recipient will record in its financial reports the amount of Match Funding it receives together with details of what it has used that Match Funding for.
7.6. The Grant Recipient will notify the Authority as soon as reasonably practicable of:
7.6.1. any actual or potential failure to comply with any of its obligations under the Grant Funding Agreement, which includes those caused by any administrative, financial or managerial difficulties; and

Monitoring and Reporting. 7.1. The Authority is committed to the Paris Declaration on Aid Effectiveness 2005 and the Accra Agenda for Action 2008 and supports alignment and harmonisation while ensuring mutual accountability and results. In line with this commitment the Authority will align with the XXX Xxxxx Agreement T & Cs (V3-May 2022) reporting requirements already in place between the Grant Recipient and other funders as far as possible.
7.2. The Grant Recipient shall closely monitor the delivery and success of the Funded Activities Activity throughout the Funding Period to ensure that the aims and objectives of the Funded Activities Activity are achievedmet and that the Terms and Conditions of this Agreement are being adhered to.
7.27.3. The Grant Recipient shall must provide the Authority with all reasonable assistance and co-co- operation in relation to any ad-hoc information, explanations and documents as information requests made by the Authority may requirein relation to the Funded Activities. Without prejudice to these obligations, from time to time, so the Authority may establish if the Grant Recipient has used the Grant in accordance with the Grant Funding Agreement.
7.3. Upon request from must also provide to the Authority within four weeks of the Grant Recipient shall also provide the Authority with anniversary of this Agreement an annual report on:
7.3.1. the progress made towards achieving the agreed KPIs/outputs and the defined longer term outcomes set out in the Application Form. Where possible, the report Annex 6 (Agreed Outputs) and where possible will quantify what has been achieved by reference to the Funded Activities’ targets; and
7.3.2. if relevant, provide details of any Assets either acquired or improved using the Grant.
7.4. Where the Grant Recipient has obtained funding from a third party for its delivery of part of the Funded Activities, the Grant Recipient will include the amount of such funding in its financial reports together with details of what that funding has been used for.
7.5. The Grant Recipient will permit any person authorised by the Authority such reasonable access, with or without notice, access to its employees, agents, premises, facilities and records, for the purpose of discussing, monitoring and evaluating the Grant Recipient's fulfilment of its obligations under the Grant Funding conditions of this Agreement and will, if so required, provide appropriate oral or written explanations to from such authorised persons employees or agents as required during the Funding Period.
7.5. The Period and for so long as any portion of the Grant Recipient will record in its financial reports the amount of Match Funding it receives together with details of what it has used that Match Funding forremains unspent.
7.6. The Grant Recipient will notify the Authority as soon as reasonably practicable of:
7.6.1. any actual financial, administrative, managerial difficulties that may hinder or potential failure to comply with any of prevent the Grant Recipient from fulfilling its obligations under the Grant Funding Agreement, which includes those caused by any administrative, financial or managerial difficulties; and;
7.6.2. any actual or potential Material Breach;
7.6.3. actual or potential material variations to the Eligible Expenditure set out agreed in accordance with the Grant Offer Letter or Annex 4 (Eligible Expenditure); and
7.6.4. any change in the information on costs (whether actual or estimated) of these Conditions and/or carrying out the Funded Activities or any event which materially affects the continued accuracy of such information.
7.7. The Grant Recipient represents will represent and undertakes undertake (and shall repeat such representations on delivery of any annual report):
7.7.1. delivery) that the reports and information it gives pursuant to this paragraph clause 7 are accurate;

7.9. As part of the regular reporting requirements outlined above, the Grant Recipient will provide a proportionate and meaningful assessment of how the specific needs of girls, women, boys and men are considered, and reflect to what extent women and girls have been included in design, implementation and monitoring. The Grant Recipient should also assess how DHSCs contribution is contributing to reducing gender inequality including a specific assessment on progress against any gender related commitments made as part of this Agreement and demonstrate consideration of potential unintended negative consequences, such as gender- based violence.
7.10. The Grant Recipient will seek to ensure that beneficiary feedback is integrated in project design, mobilisation, delivery, monitoring, evaluation and annual review processes and takes account of the voices of both women and men. The Grant Recipient should work with, through and represent the diversity of communities in order to respond to their needs more effectively and strengthen accountability.
7.11. The Grant Recipient will conduct or contribute to a evaluation of the activities financed from this Agreement that will focus on the results achieved, efficiency, effectiveness of implementation and quality of administration, unless otherwise agreed by DHSC. 7.5. The Grant Recipient will record in its financial reports the amount of Match Funding it receives together with details of what it has used that Match Funding for.
7.67.4. The Grant Recipient will notify the Authority DWP as soon as reasonably practicable possible and in any event within two (2) Working Days of:
7.6.17.4.1. any actual or potential failure to comply with any of its obligations under the this Grant Funding Agreement, which includes those caused by any administrative, financial or managerial difficulties; andor

7.77.5. The Grant Recipient represents acknowledges and undertakes (and shall repeat such representations on delivery of any annual report):

7.6. The Grant Recipient acknowledges that DWP has a duty to ensure that public money is used as intended. The Grant Recipient agrees that DWP may contact any Employer to:
7.6.1. verify how quickly the Employer is receiving payment from the Grant Recipient; and
7.6.2. check what support the Grant Recipient is providing to the Employer or its Participants.

9.2.2 A final financial and narrative report within thirty (30) days of the completion of the Funded Activities.
7.29.3 The Grant Recipient must ensure that the Authority receives the information and evidence required by paragraph 4.2 to coincide with the Payment Milestones. Should the Grant Recipient fail to do so, or should the Authority reasonably conclude that the information and evidence provided prior to that deadline is unsatisfactory, the Authority may withdraw the Grant. The Grant Recipient shall must provide the Authority with all reasonable assistance and co-operation in relation to any ad-hoc information, explanations and documents as the Authority may require, from time to time, so the Authority may establish if the Grant Recipient has used the Grant in accordance with the Grant Funding Agreement.

7.5. The Grant Recipient will record in its financial reports the amount of Match Funding it receives together with details of what it has used that Match Funding for.
7.67.2. The Grant Recipient will notify the Authority as soon as reasonably practicable of:
7.6.1. of any actual or potential failure to comply with any of its obligations under the Grant Funding Agreement, which includes those caused by any administrative, financial or managerial difficulties; and.
7.6.27.3. The Grant Recipient shall provide the Authority with a copy of its Business Plan as soon as such Business Plan is confirmed for a Financial Year.
7.4. When the Grant Recipient submits any Grant Claim the Grant Recipient shall update the Authority in writing of the Grant Recipient’s progress to meeting and delivering its Business Plan Commitments in the Financial Year. If the Grant Recipient becomes aware of any actual or potential variations failure to meet its Business Plan Commitments in the Eligible Expenditure set out Financial Year it shall notify the Authority in Annex 4 accordance with paragraph 7.2.
7.5. At the Authority’s written request, the Grant Recipient shall provide the Authority with financial reports and operational reports of these Conditions and/or its use of the Grant detailed in the Grant Funding Letter and FiPL Funding Letter (as applicable) in such formats as the Authority may reasonably require. These reports shall contain information about the delivery of Funded Activities and efforts towards nature recovery, net zero carbon through nature-based solutions and support for community needs in strategic partnerships with other groups, NPAs and AONBs. The Grant Recipient shall provide the Authority with each report on a date to be determined by the Authority. The Authority may at its discretion provide the Grant Recipient with feedback on the adequacy of a report and may also require the Grant Recipient to re-submit a report, having taken into account any event which materially affects issues raised in the continued accuracy Authority’s feedback.
7.6. Where the Grant Recipient has obtained funding from a third party for its delivery of part of the Funded Activities, the Grant Recipient shall include the amount of such informationfunding in its financial reports together with details of the purpose for which that funding has been used.
7.7. The Parties, if requested by the Authority, shall meet annually to carry out a review of the performance of the Grant Recipient in respect of the Funded Activities, and to consider key issues and risks relating to the Funded Activities. These meetings shall take place at the Authority’s premises, unless otherwise agreed or, where suitable, conducted by phone or video- conference.
7.8. The Grant Recipient shall on request provide the Authority with such further information, explanations and documents as the Authority may require in order for it to establish that the Grant has been used properly in accordance with this Grant Funding Agreement.
7.9. The Grant Recipient shall permit any person authorised by the Authority access to its employees, agents, premises, facilities and records, for the purpose of discussing, monitoring and evaluating the Grant Recipient's fulfilment of the conditions of this Grant Funding Agreement and shall, if so required, provide appropriate oral or written explanations as required during the Funding Period and for so long as any Grant remains unspent.
7.10. The Grant Recipient shall permit and facilitate any person authorised by the Authority for that purpose to visit the Grant Recipient to monitor the delivery of the Funded Activities.
7.11. The Grant Recipient represents and undertakes (and shall repeat such representations on delivery of any annual the relevant report):
7.7.17.11.1. that the reports and information it gives pursuant to this paragraph 7 are accurate;; and
7.7.27.11.2. that it has diligently made full and proper enquiry of the matter pertaining to the reports and information given; and
7.7.3. that any data it provided pursuant to an application for the Grant may be shared within the powers conferred by legislation with other organisations for the purpose of preventing or detecting crime.

The Grant Recipient will permit any person authorised by the Authority or by the Contracted Parties reasonable access, with or without notice, to its employees, agents, premises, facilities and records, for the purpose of discussing, monitoring and evaluating the Grant Recipient's fulfilment of its obligations under the Grant Funding Agreement and will, if so required, provide appropriate oral or written explanations to such authorised persons as required during the Funding Period.
7.57.4. The Grant Recipient will record in its financial reports the amount of Match Funding it receives together with details of what it has used that Match Funding for.
7.67.5. The Grant Recipient will notify the Authority as soon as reasonably practicable of:
7.6.17.5.1. any actual or potential failure to comply with any of its obligations under the Grant Funding Agreement, which includes those caused by any administrative, financial or managerial difficulties; and
7.6.27.5.2. actual or potential variations to the Eligible Expenditure set out in Annex 4 5 of these Conditions and/or any event which materially affects the continued accuracy of such information.
7.77.6. The Grant Recipient represents and undertakes (and shall repeat such representations on delivery of any its quarterly and annual reportreports):
7.7.17.6.1. that the reports and information it gives pursuant to this paragraph 7 are accurate;
7.7.27.6.2. that it has diligently made full and proper enquiry of the matter pertaining to the reports and information given; and
7.7.37.6.3. that any data it provided pursuant to an application for the Grant may be shared within the powers conferred by legislation with other organisations for the purpose of preventing or detecting crime.

The Grant Recipient will permit any person authorised by the Authority reasonable access, with or without notice, to its employees, agents, premises, facilities and records, for the purpose of discussing, monitoring and evaluating the Grant Recipient's fulfilment of its obligations under the Grant Funding Agreement and will, if so required, provide appropriate oral or written explanations to such authorised persons as required during the Funding Period.
7.5. The Grant Recipient will record in its financial reports the amount of Match Funding it receives together with details of what it has used that Match Funding for.
7.6. The Grant Recipient will notify the Authority as soon as reasonably practicable of:
7.6.1. of any actual or potential failure to comply with any of its obligations under the Grant Funding Agreement, which includes those caused by any administrative, financial or managerial difficulties; and.
7.6.27.3. actual or potential variations At the Authority’s written request, the Grant Recipient shall provide the Authority with financial reports and operational reports on its use of the Grant and delivery of the Funded Activities, containing such information, and in such formats as the Authority may reasonably require. The Grant Recipient shall provide the Authority with each report on a date to be determined by the Authority. The Authority may at its discretion provide the Grant Recipient with feedback on the adequacy of a report and may also require the Grant Recipient to re-submit a report, having taken into account any issues raised in the Authority’s feedback.
7.4. Where the Grant Recipient has obtained funding from a third party for its delivery of part of the Funded Activities, the Grant Recipient shall include the amount of such funding in its financial reports together with details of the purpose for which that funding has been used.
7.5. The Parties, if requested by the Authority, shall meet annually to carry out a review of the performance of the Grant Recipient in respect of the Funded Activities, and to consider key issues and risks relating to the Eligible Expenditure set out Funded Activities. These meetings shall take place at the Authority’s premises, unless otherwise agreed or, where suitable, conducted by phone or video- conference.
7.6. The Grant Recipient shall on request provide the Authority with such further information, explanations and documents as the Authority may require in Annex 4 of these Conditions and/or any event which materially affects order for it to establish that the continued accuracy of such informationGrant Funding has been used properly in accordance with this Agreement.
7.7. The Grant Recipient shall permit any person authorised by the Authority access to its employees, agents, premises, facilities and records, for the purpose of discussing, monitoring and evaluating the Grant Recipient's fulfilment of the conditions of this Agreement and shall, if so required, provide appropriate oral or written explanations as required during the Funding Period and for so long as any Grant remains unspent.
7.8. The Grant Recipient shall permit and facilitate any person authorised by the Authority for that purpose to visit the Grant Recipient to monitor the delivery of the Funded Activities.
7.9. The Grant Recipient represents and undertakes (and shall repeat such representations on delivery of any annual the relevant report):
7.7.17.9.1. that the reports and information it gives pursuant to this paragraph 7 are accurate;; and
7.7.27.9.2. that it has diligently made full and proper enquiry of the matter pertaining to the reports and information given; and
7.7.3. that any data it provided pursuant to an application for the Grant may be shared within the powers conferred by legislation with other organisations for the purpose of preventing or detecting crime.

Monitoring and Reporting. 7.1. The Grant Recipient Lead Authority shall closely monitor the delivery and success of the Funded Project Activities throughout the Funding Period to ensure that the aims and objectives of the Funded UK Community Renewal Fund and the Project Activities are achievedachieved and the Technical Documents are complied with.
7.2. The Grant Recipient Lead Authority shall provide the Authority Secretary of State with all reasonable assistance and co-co- operation in relation to any ad-hoc information, explanations and documents as the Authority Secretary of State may require, from time to time, so the Authority Secretary of State may establish if the Grant Recipient Lead Authority or a Project Deliverer has used the Grant or Funding in accordance with the Grant Funding Agreement.

7.3.2. Where where possible, the each report will quantify what has been achieved by reference to each Project and the Funded Project Activities’ targets; andtargets for that Project;
7.3.27.3.3. if relevant, provide details of any Assets either acquired or improved using the GrantGrant and the Funding;
7.3.4. the interim monitoring report will be provided no later than 31st Marchr 2022; and
7.3.5. the final monitoring report shall be provided after the Funding Period and no later than the submission of the Grant Claim for the Second Grant Payment.
7.4. The Grant Recipient Lead Authority will permit any person authorised by the Authority Secretary of State reasonable access, with or without notice, to its employees, agents, premises, facilities and records, for the purpose of discussing, monitoring and evaluating the Grant RecipientLead Authority's fulfilment of its obligations under the Grant Funding Agreement and will, if so required, provide appropriate oral or written explanations to such authorised persons as required during the Funding Period.
7.5. The Grant Recipient Lead Authority will record ensure that each Project Deliverer will permit any person authorised by the Secretary of State reasonable access, with or without notice, to its employees, agents, premises, facilities and records, for the purpose of discussing, monitoring and evaluating the Project Deliverer’s fulfilment of its Project’s Project Activities and, if so required, to provide appropriate oral or written explanations to such authorised persons as required during the Funding Period.
7.6. The Lead Authority will ensure that each Project Deliverer records in its financial reports the amount of Match Funding it receives together with details of what it has used that Match Funding for.
7.67.7. The Grant Recipient Lead Authority will notify the Authority Secretary of State as soon as reasonably practicable of:
7.6.17.7.1. any actual or potential failure to comply with any of its obligations under the Grant Funding Agreement, which includes those caused by any administrative, financial or managerial difficulties; and
7.6.27.7.2. actual or potential variations to the Eligible Expenditure set out in Annex 4 of these Conditions and/or any event which materially affects the continued accuracy of such information.
7.77.8. The Grant Recipient Lead Authority shall ensure that each Project Deliverer notifies the Lead Authority as soon as reasonably practicable and that the Lead Authority notifies the Secretary of State as soon as reasonably practicably of:
7.8.1. any actual or potential failure by the Project Deliverer to comply with any of its obligations under the Project Deliverer Funding Agreement, which includes those caused by any administrative, financial or managerial difficulties; and
7.8.2. actual or potential variations to the Eligible Expenditure in respect of the Project Deliverer’s Project and/or any event which materially affects the continued accuracy of such information.
7.9. The Lead Authority represents and undertakes (and shall repeat such representations on delivery of any annual its interim and final report):
7.7.17.9.1. that the reports and information it gives pursuant to this paragraph 7 MONITORING AND REPORTING are accurate;
7.7.27.9.2. that it has diligently made full and proper enquiry of the matter matters pertaining to the reports and information given; and
7.7.37.9.3. that any data it provided provides pursuant to an application for the Grant or for the Funding or during the course of the Funding Period or related auditing or assurance may be shared within the powers conferred by legislation with other organisations for the purpose of preventing or detecting crime.

Monitoring and Reporting. 7.1. The Grant Recipient shall closely monitor the delivery and success of the Funded Activities throughout the Funding Period to ensure that the aims and objectives of the Funded Activities are achieved.

The Grant Recipient shall continue to engage in monitoring and evaluation of the results and development of the Funded Activity by the Authority and its Contracted Parties in accordance with the KPI Reporting Table in Annex 6, Part 2 of the Grant Funding Agreement. This monitoring and evaluation shall include all requirements in this condition 7 and continued reporting on the KPI Performance Metrics in accordance with Annex 6, Part 2 of the Grant Funding Agreement. The Grant Recipient shall provide reasonable access to evidence and information for the purposes of evaluation and learning in relation to energy innovation policy. This may include, but is not limited to, being interviewed as part of an evaluation, participation in a learning workshop, completing surveys and responding to requests for data. The Grant Recipient shall provide the Authority with all reasonable assistance and co-operation in relation to any ad-hoc information, explanations and documents as the Authority may require, from time to time, so the Authority may establish if the Grant Recipient has used the Grant in accordance with the Grant Funding Agreement.
7.3. Upon request from the Authority the The Grant Recipient shall also provide the Authority with an annual report and quarterly reports on:
7.3.1. : quarterly reports before the progress made towards achieving the agreed outputs end of May, August and the defined longer term outcomes set out November in the Application Form. Where possible, the report will quantify what has been achieved by reference to year during the Funded Activities’ targets, the content of the reports being in accordance with Annex 2 of this Grant Funding Agreement; and including, but not limited to, the following:
1. Xxxxx spend to date and outcomes;
2. Forecasted estimates of grant spend; and
7.3.23. Forecasted estimates of Xxxxx spend and total eligible expenditure on the Funded Activities for each month of the current Financial Year and for each subsequent Financial Year until the end of the Funded Activities; and if relevant, provide details of any Assets either acquired or improved using the Grant.
7.4. The Grant Recipient will permit any person authorised by the Authority reasonable access, with or without notice, to its employees, agents, premises, facilities and records, for the purpose of discussing, monitoring and evaluating the Grant Recipient's fulfilment of its obligations under the Grant Funding Agreement and will, if so required, provide appropriate oral or written explanations to such authorised persons as required during the Funding Period.

Monitoring and Reporting. 7.1.
6.1 The Grant Recipient shall closely monitor the delivery and success development of the Funded Activities FBC throughout the Funding Period to ensure that the aims outputs and objectives outcomes contained within Schedule 2 are being met and that this Agreement is being adhered to.
6.2 The Recipient will immediately inform the Funder in writing if at any stage during the Funding Period, concerns as to the feasibility of the Funded Activities are achievedProject become apparent.
7.2. 6.3 The Grant Recipient shall provide the Authority Funder with [quarterly] financial evaluation and monitoring reports on the use of the Project Development Funding in the form of the template provided at Schedule 3 and on the dates as set out in Schedule 3. The Recipient shall include within each submission details of any third party funding used to deliver the Project.
6.4 Where the Recipient has obtained funding from a third party for its delivery of the FBC, the Recipient shall include the amount of such funding in its financial reports together with details of what that funding has been used for.
6.5 The Recipient shall implement an appropriate process for managing risk and make the results and recommendations of any such reviews available to the Funder regarding scope, cost or time;
6.6 Along with its first [quarterly] monitoring report, the Recipient shall provide the Funder with a risk register and insurance review in the format provided by the Funder. The Recipient shall address the health and safety of its staff in the risk register.
6.7 The Recipient shall submit all reasonable assistance evidence of invoices and co-operation receipts in relation to any ad-hoc the Project Development Funding within 7 working days of a request by GBSLEP or the Funder.
6.8 The Recipient shall upon request provide the Funder with such further information, explanations and documents as the Authority Funder may require, from time reasonably require in order for it to time, so establish that the Authority may establish if the Grant Recipient Project Development Funding has been used the Grant properly in accordance with the Grant Funding this Agreement.
7.3. Upon request from the Authority the Grant 6.9 The Recipient shall also provide the Authority with an annual report on:

7.6. The Grant Recipient will notify the Authority as soon as reasonably practicable of:
7.6.1. any actual or potential failure to comply with any of its obligations under the Grant Funding Agreement, which includes those caused by any administrative, financial or managerial difficulties; and
7.6.2. actual or potential variations to the Eligible Expenditure set out in Annex 4 of these Conditions and/or any event which materially affects the continued accuracy of such information.
7.7. The Grant Recipient represents and undertakes (and shall repeat such representations on delivery of any annual report):
7.7.1. that the reports and information it gives pursuant to this paragraph 7 are accurate;
7.7.2. that it has diligently made full and proper enquiry of the matter pertaining to the reports and information given; and
7.7.3. that any data it provided pursuant to an application for the Grant may be shared within the powers conferred by legislation with other organisations Funder for the purpose to visit the Recipient once every quarter to monitor the development of preventing or detecting crimethe FBC. Where, in its reasonable opinion, the Funder considers that additional visits are necessary to monitor the development of the FBC, it shall be entitled to authorise any person to make such visits on its behalf.

7.3. Upon request from the Authority the Grant Recipient The Grantee shall also provide the Authority Department with an annual a final report onwithin two months of completion of the Project.
7.4. The reports provided pursuant to Condition 7.3 shall:
7.3.17.4.1. report on the progress made towards achieving the agreed outputs and the defined longer term outcomes set out in the Application FormAgreed Outputs including an appropriate level of evidence of Project activities to allow an independent reviewer to evaluate progress. Where possible, the report will quantify what has been achieved by reference to the Funded Activities’ Project targets; and;
7.3.27.4.2. if relevant, provide details of any Assets either acquired or improved using the Grant; and
7.4.3. be submitted according to the guidelines and in the format provided by the Department, which are available at the Darwin Forms and Guidance Portal.
7.47.5. The Grantee shall provide any supplementary reports/information on other aspects of its activities as may be reasonably requested by the Department to enable it to consider the use to which the Grant Recipient is put. This may include providing information about Project legacy after the Project has ended.
7.6. The Grantee will permit any person authorised by the Authority Department reasonable access, with or without notice, to its employees, agents, premises, facilities and records, for the purpose of discussing, monitoring and evaluating the Grant RecipientGrantee's fulfilment of its obligations under the Grant Funding Agreement and will, if so required, provide appropriate oral or written explanations to such authorised persons as required during the Funding Period.
7.57.7. The Grant Recipient will record in its financial reports the amount of Match Funding it receives together with details of what it has used that Match Funding for.
7.6. The Grant Recipient Grantee will notify the Authority Department as soon as reasonably practicable of:

The Grant Recipient will permit any person authorised by the Authority reasonable access, with or without notice, to its employees, agents, premises, facilities and records, for the purpose of discussing, monitoring and evaluating the Grant Recipient's fulfilment of its obligations under the Grant Funding Agreement and will, if so required, provide appropriate oral or written explanations to such authorised persons as required during the Funding Period.
7.5. The Grant Recipient will record in its financial reports the amount of Match Funding it receives together with details of what it has used that Match Funding for.
7.6. The Grant Recipient will notify the Authority as soon as reasonably practicable of:
7.6.1. any actual or potential failure to comply with any of its obligations under the Grant Funding Agreement, which includes those caused by any administrative, financial or managerial difficulties; and
7.6.2. actual or potential variations to the Eligible Expenditure set out in Annex 4 5 of these Conditions and/or any event which materially affects the continued accuracy of such information.
7.7. The Grant Recipient represents and undertakes (and shall repeat such representations on delivery of any annual its [annual/quarterly report]):
7.7.1. that the reports and information it gives pursuant to this paragraph 7 are accurate;
7.7.2. that it has diligently made full and proper enquiry of the matter pertaining to the reports and information given; and

Monitoring and Reporting. 7.1

7.219.2. 7.3.219.2.2. if relevant, provide details of any Assets either acquired or improved using the Grant.
7.419.3. Where the Grant Recipient has obtained funding from a third party for its delivery of part of the Funded Activities, the Grant Recipient will include the amount of such funding in its financial reports together with details of what that funding has been used for.
19.4. The Grant Recipient will permit any person authorised by the Authority such reasonable access, with or without notice, access to its employees, agents, premises, facilities and records, for the purpose of discussing, monitoring and evaluating the Grant Recipient's fulfilment of its obligations under the Grant Funding conditions of this Agreement and will, if so required, provide appropriate oral or written explanations to from such authorised persons employees or agents as required during the Funding PeriodPeriod and for so long as any portion of the Grant remains unspent.
7.5. The Grant Recipient will record in its financial reports the amount of Match Funding it receives together with details of what it has used that Match Funding for.
7.619.5. The Grant Recipient will notify the Authority as soon as reasonably practicable of:
7.6.119.5.1. any financial, administrative, managerial difficulties that may hinder or prevent the Grant Recipient from fulfilling its obligations under the Agreement;
19.5.2. any actual or potential failure to comply with any of its obligations under the Grant Funding Agreement, which includes those caused by any administrative, financial or managerial difficulties; andMaterial Breach;
7.6.219.5.3. actual or potential material variations to the Eligible Expenditure set out agreed in accordance with the Grant Offer Letter or Annex 4 (Eligible Expenditure); and
19.5.4. any change in the information on costs (whether actual or estimated) of these Conditions and/or carrying out the Funded Activities or any event which materially affects the continued accuracy of such information.
7.719.6. The Grant Recipient represents will represent and undertakes undertake (and shall repeat such representations on delivery of any annual report):
7.7.1. delivery) that the reports and information it gives pursuant to this paragraph 7 clause 19 are accurate;
7.7.2. accurate and that it has diligently made full and proper enquiry of the matter pertaining to the reports and information given; and.

Upon request The Project Deliverer and the Lead Authority shall meet to review the progress of the Project from time to time on a regular basis, at such times and locations as the Lead Authority reasonably determines. Wherever possible, the Project Deliverer shall ensure that the Project manager and other relevant Project staff attend such meetings and the Lead Authority shall ensure that the Grant Recipient Manager attends such meetings.
7.4. The Project Deliverer shall also provide the Lead Authority with an annual report onquarterly submissions signed by the section 151 officer detailing the following:
7.3.17.4.1. the progress made towards achieving the agreed activities and outputs and for the defined longer term outcomes Project set out in the Application FormAnnex 2 of these Conditions;
7.4.2. Where possible, the each report will quantify what has been achieved by reference to the Funded Project and the Project Activities’ targets; andtargets for that Project;
7.3.27.4.3. if relevant, provide details of any Assets either acquired or improved using the GrantGrant and the Funding.
7.47.5. The Grant Recipient Project Deliverer will permit any person authorised by the Lead Authority reasonable access, with or without notice, to its employees, agents, premises, facilities and records, for the purpose of discussing, monitoring and evaluating the Grant RecipientProject Deliverer's fulfilment of its obligations under the Grant this Funding Agreement and will, if so required, provide appropriate oral or written explanations to such authorised persons as required during the Funding Period.
7.57.6. The Grant Recipient Project Deliverer will also permit any person authorised by the Secretary of State reasonable access, with or without notice, to its employees, agents, premises, facilities and records, for the purpose of discussing, monitoring and evaluating the Project Deliverer’s fulfilment of its Project’s Project Activities and, if so required, to provide appropriate oral or written explanations to such authorised persons as required during the Funding Period.
7.7. The Project Deliverer will record in its financial reports the amount of Match Funding it receives together with details of what it has used that Match Funding for, if applicable.
7.67.8. The Grant Recipient Project Deliverer will notify the Lead Authority as soon as reasonably practicable of:
7.6.17.8.1. any actual or potential failure to comply with any of its obligations under the Grant Funding Agreement, which includes those caused by any administrative, financial or managerial difficulties; and
7.6.27.8.2. actual or potential variations to the Eligible Expenditure set out in Annex 4 of these Conditions and/or any event which materially affects the continued accuracy of such information.
7.77.8.3. any actual or potential failure by the Project Deliverer to comply with any of its obligations under the Project Deliverer Funding Agreement, which includes those caused by any administrative, financial or managerial difficulties; and
7.8.4. actual or potential variations to the Eligible Expenditure in respect of the Project Deliverer’s Project and/or any event which materially affects the continued accuracy of such information.
7.9. The Grant Recipient Project Deliverer represents and undertakes (and shall repeat such representations on delivery of any annual its monitoring report):

7.4.2. Where possible, the each report will quantify what has been achieved by reference to the Funded Activities’ targets; andProject’s targets as set out in Annex 2 of these Conditions;
7.3.27.4.3. if relevant, provide details of any Assets either acquired or improved using the GrantGrant and the Funding.
7.47.5. 7.8. As part of the regular reporting requirements outlined above, the Grant Recipient will provide a proportionate and meaningful assessment of how the specific needs of girls, women, boys and men are considered, and reflect to what extent women and girls have been included in design, implementation and monitoring. The Grant Recipient should also assess how DHSCs contribution is contributing to reducing gender inequality including a specific assessment on progress against any gender related commitments made as part of this Agreement and demonstrate consideration of potential unintended negative consequences, such as gender-based violence.
7.9. The Grant Recipient will seek to ensure that beneficiary feedback is integrated in project design, mobilisation, delivery, monitoring, evaluation and annual review processes and takes account of the voices of both women and men. The Grant Recipient should work with, through and represent the diversity of communities in order to respond to their needs more effectively and strengthen accountability.
7.10. The Grant Recipient will conduct or contribute to a post-evaluation of the activities financed from this Agreement that will focus on the results achieved, efficiency, effectiveness of implementation and quality of administration, unless otherwise agreed by DHSC. The Grant Recipient will permit any person authorised by the Authority reasonable access, with or without notice, to its employees, agents, premises, facilities and records, for the purpose of discussing, monitoring and evaluating the Grant Recipient's fulfilment of its obligations under the Grant Funding Agreement and will, if so required, provide appropriate oral or written explanations to such authorised persons as required during the Funding Period.
7.5. The Grant Recipient will record in its financial reports the amount of Match Third Party Funding it receives together with details of what it has used that Match Third Party Funding for.
7.6. The Grant Recipient will notify the Authority as soon as reasonably practicable of:
7.6.1. any actual or potential failure to comply with any of its obligations under the Grant Funding Agreement, which includes those caused by any administrative, financial or managerial difficulties; and
7.6.2. actual or potential variations to the Eligible Expenditure set out in Annex 4 5 of these Conditions and/or any event which materially affects the continued accuracy of such information.
7.7. The Grant Recipient represents and undertakes (and shall repeat such representations on delivery of any annual reportits monthly):
7.7.1. that the reports and information it gives pursuant to this paragraph 7 are accurate;
7.7.2. that it has diligently made full and proper enquiry of the matter pertaining to the reports and information given; and
7.7.3. that any data it provided pursuant to an application for the Grant may be shared within the powers conferred by legislation with other organisations for the purpose of preventing or detecting crime.

7.5. The Grant Recipient will record in its financial reports the amount of Match Funding it receives together with details of what it has used that Match Funding for.
7.6. The Grant Recipient will notify the Authority as soon as reasonably practicable of:
7.6.1. in writing of any actual or potential failure to comply with any of its obligations under the Grant Funding Agreement, which includes those caused by any administrative, financial or managerial difficulties; and
7.6.2. actual or potential variations to the Eligible Expenditure set out in Annex 4 of these Conditions and/or any event which materially affects the continued accuracy of such information.
7.77.6. The Grant Recipient represents (and the Authority relies on these in entering this agreement) and undertakes (and shall repeat such representations on delivery of any annual reportits progress reports):
7.7.17.6.1. that the reports and information it gives pursuant to this paragraph 7 are reasonably complete and accurate;
7.7.27.6.2. that it has diligently made full and proper enquiry of the matter pertaining to the reports and information given; and
7.7.37.6.3. that any data it provided pursuant to an application for the Grant (including the Grant Application) may be shared within the powers conferred by legislation with other organisations for the purpose of preventing or detecting crime.

Monitoring and Reporting. 7.1. 6.1 The Grant Recipient shall closely monitor and report on the delivery and success of the Funded Activities Project throughout the Funding Grant Period to ensure that the aims and objectives of the Funded Activities Project (set out in SCHEDULE 5) and the Project Milestones (set out in SCHEDULE 4) are achievedbeing met and that this Agreement is being adhered to.
7.2. 6.2 The Grant Recipient shall:
a) promptly and efficiently deliver the aims and objectives of the Project and complete the Project fully in accordance with this Agreement; and
b) notify the Funder in writing immediately upon becoming aware that any Project Milestones (set out in SCHEDULE 4) are unlikely to be achieved; and
c) notify the Funder in writing immediately upon becoming aware that any Project Outcomes are likely to exceed or are likely to be less than the relevant agreed number of Project Outputs (set out in SCHEDULE 5).
6.3 Any changes to the Project must be discussed and agreed between the Parties and approved by the Funder in writing in accordance with clause 23(a).
6.4 The Recipient shall provide the Authority Funder with all reasonable assistance a financial report and co-operation an operational report on its use of the Grant and Match Funding, and delivery of the Project every quarter and in relation such formats as the Funder may reasonably require. The Recipient shall provide the Funder with each report within three months of the last day of the quarter to any ad-hoc which it relates.
6.5 Where the Recipient has obtained funding from a third party for its delivery of part of the Project, the Recipient shall include the amount of such funding in its financial reports together with details of what that funding has been used for.
6.6 The Recipient shall provide the Funder with an update to the risk register as set out in section 6.7 of the Application Form within the Recipient’s Bid (SCHEDULE 2).
6.7 The Recipient shall on request provide the Funder with such further information, explanations and documents as the Authority Funder may require, from time reasonably require in order for it to time, so the Authority may establish if that the Grant Recipient has been used the Grant properly in accordance with the Grant Funding this Agreement.
7.3. Upon request from the Authority the Grant 6.8 The Recipient shall also provide the Authority with an annual report on:
7.3.1. the progress made towards achieving the agreed outputs and the defined longer term outcomes set out in the Application Form. Where possible, the report will quantify what has been achieved by reference to the Funded Activities’ targets; and
7.3.2. if relevant, provide details of any Assets either acquired or improved using the Grant.
7.4. The Grant Recipient will permit any person authorised by the Authority Funder such reasonable access, with or without notice, access to its employees, agents, premises, facilities and records, for the purpose of discussing, monitoring and evaluating the Grant Recipient's fulfilment of its obligations under the Grant Funding conditions of this Agreement and willshall, if so required, provide appropriate oral or written explanations to such authorised persons as required during the Funding Periodfrom them.
7.5. 6.9 The Grant Recipient will record in its financial reports shall permit any person authorised by the amount of Match Funding it receives together with details of what it has used that Match Funding for.
7.6. The Grant Recipient will notify the Authority as soon as reasonably practicable of:
7.6.1. any actual or potential failure to comply with any of its obligations under the Grant Funding Agreement, which includes those caused by any administrative, financial or managerial difficulties; and
7.6.2. actual or potential variations to the Eligible Expenditure set out in Annex 4 of these Conditions and/or any event which materially affects the continued accuracy of such information.
7.7. The Grant Recipient represents and undertakes (and shall repeat such representations on delivery of any annual report):
7.7.1. that the reports and information it gives pursuant to this paragraph 7 are accurate;
7.7.2. that it has diligently made full and proper enquiry of the matter pertaining to the reports and information given; and
7.7.3. that any data it provided pursuant to an application for the Grant may be shared within the powers conferred by legislation with other organisations Funder for the purpose to visit the Recipient once every quarter to monitor the delivery of preventing or detecting crimethe Project. Where, in its reasonable opinion, the Funder considers that additional visits are necessary to monitor the Project, it shall be entitled to authorise any person to make such visits on its behalf.
6.10 The Recipient shall provide the Funder with a final report on completion of the Grant Period in such formats as the Funder may reasonably require which shall confirm whether the Project has been successfully and properly completed.
6.11 The Recipient shall provide the Funder with an Evaluation Report in such formats as the Funder may reasonably require within twelve months of the end of the Grant Period.

Monitoring and Reporting. 7.1. The Grant Recipient shall provide the Lead Authority with all reasonable assistance and co-operation in relation to any ad-hoc information, explanations and documents as the Lead Authority and/or Secretary of State may require, from time to time, so the Lead Authority and/or Secretary of State may establish if the Grant Recipient has used the Grant or Funding in accordance with the Grant Funding Agreement.
7.3. Upon request The Grant Recipient and the Lead Authority shall meet to review the progress of the Project from time to time on a regular basis, at such times and locations as the Lead Authority reasonably determines. Wherever possible, the Grant Recipient shall also ensure that the Project manager and other relevant Project staff attend such meetings and the Lead Authority shall ensure that the Grant Manager attends such meetings.
7.4. The Grant Recipient shall provide the Lead Authority with an annual report onquarterly submissions signed by a senior officer detailing the following:
7.3.17.4.1. the progress made towards achieving the agreed activities and outputs and for the defined longer term outcomes Project set out in the Application FormAnnex 2 of these Conditions;
7.4.2. Where possible, the report will quantify quantifying what has been achieved by reference to the Funded Project and the Project Activities’ targets; andtargets for the Project;
7.3.27.4.3. if relevant, provide details of any Assets either acquired or improved using the GrantGrant and the Funding.
7.47.5. The Grant Recipient will permit any person authorised by the Lead Authority reasonable access, with or without notice, to its employees, agents, premises, facilities and records, for the purpose of discussing, monitoring and evaluating the Grant Recipient's fulfilment of its obligations under the Grant this Funding Agreement and will, if so required, provide appropriate oral or written explanations to such authorised persons as required during the Funding Period.
7.57.6. The Grant Recipient will also permit any person authorised by the Secretary of State reasonable access, with or without notice, to its employees, agents, premises, facilities and records, for the purpose of discussing, monitoring and evaluating the Grant Recipient’s fulfilment of its Project’s Project Activities and, if so required, to provide appropriate oral or written explanations to such authorised persons as required during the Funding Period.
7.7. The Grant Recipient will record in its financial reports the amount of Match Funding it receives together with details of what it has used that Match Funding for, if applicable.
7.67.8. The Grant Recipient will notify the Lead Authority as soon as reasonably practicable of:
7.6.17.8.1. any actual or potential failure to comply with any of its obligations under the Grant Funding Agreement, which includes those caused by any administrative, financial or managerial difficulties; and
7.6.27.8.2. actual or potential variations to the Eligible Expenditure set out in Annex 4 of these Conditions and/or any event which materially affects the continued accuracy of such information.
7.77.8.3. any actual or potential failure by the Grant Recipient to comply with any of its obligations under the Grant Recipient Funding Agreement, which includes those caused by any administrative, financial or managerial difficulties; and
7.8.4. actual or potential variations to the Eligible Expenditure in respect of the Grant Recipient’s Project and/or any event which materially affects the continued accuracy of such information.
7.9. The Grant Recipient represents and undertakes (and shall repeat such representations on delivery of any annual its monitoring report):
7.7.17.9.1. that the reports and information it gives pursuant to this paragraph 7 are accurate;
7.7.27.9.2. that it has diligently made full and proper enquiry of the matter matters pertaining to the reports and information given; and
7.7.37.9.3. that any data it provided provides pursuant to an application for the Grant or for the Funding or during the course of the Funding Period or related auditing or assurance may be shared within the powers conferred by legislation with other organisations for the purpose of preventing or detecting crime.

The Grant Recipient will permit any person authorised by the Authority such reasonable access, with or without notice, access to its employees, agents, premises, facilities and records, for the purpose of discussing, monitoring and evaluating the Grant Recipient's fulfilment of its obligations under the Grant Funding conditions of this Agreement and will, if so required, provide appropriate oral or written explanations to from such authorised persons employees or agents as required during the Funding PeriodPeriod and for so long as any portion of the Grant remains unspent.
7.5. The Grant Recipient will record in its financial reports the amount of Match Funding it receives together with details of what it has used that Match Funding for.
7.6. The Grant Recipient will notify the Authority as soon as reasonably practicable of:
7.6.17.5.1. any financial, administrative, managerial difficulties that may hinder or prevent the Grant Recipient from fulfilling its obligations under the Agreement;
7.5.2. any actual or potential failure to comply with any of its obligations under the Grant Funding Agreement, which includes those caused by any administrative, financial or managerial difficulties; andMaterial Breach;
7.6.27.5.3. actual or potential material variations to the Eligible Expenditure set out agreed in accordance with the Grant Offer Letter or Annex 4 (Eligible Expenditure); and
7.5.4. any change in the information on costs (whether actual or estimated) of these Conditions and/or carrying out the Funded Activities or any event which materially affects the continued accuracy of such information.
7.77.6. The Grant Recipient represents will represent and undertakes undertake (and shall repeat such representations on delivery of any annual report):
7.7.1. delivery) that the reports and information it gives pursuant to this paragraph clause 7 are accurate;

7.7. The Grant will be reviewed annually through annual progress reports produced by the Grant Recipient in line with the reporting schedule in Annex 3 (Payment and Reporting Schedule). This report will take into account the Grant Recipient’s delivery (during the Funding Period) of the Funded Activities against the KPIs and/or agreed outputs set out in Annex 6 (Agreed Outputs). As part of the annual review the Authority will have regard to the reports produced by the Grant Recipient in accordance with clause 6.1
7.8. As part of the regular reporting requirements outlined above, the Grant Recipient will provide a proportionate and meaningful assessment of how the specific needs of girls, women, boys and men are considered, and reflect to what extent women and girls have been included in design, implementation and monitoring. The Grant Recipient should also assess how DHSC’s contribution is contributing to reducing gender inequality including a specific assessment on progress against any gender related commitments made as part of this Agreement and demonstrate consideration of potential unintended negative consequences, such as gender-based violence.
7.9. The Grant Recipient will seek to ensure that beneficiary feedback is integrated in project design, mobilisation, delivery, monitoring, evaluation and annual review processes and takes account of the voices of both women and men. The Grant Recipient should work with, through and represent the diversity of communities in order to respond to their needs more effectively and strengthen accountability.
7.10. In line with the UK government’s commitment to the Paris Agreement, the Grant recipient will, as part of the regular reporting outlined above, provide a proportionate and meaningful summary of how climate and environmental concerns have been considered in design, implementation and monitoring. This will include an assessment of:
7.10.1. the vulnerability of the project to climate change;
7.10.2. any impacts the delivery of the project might have on climate risk and the environment (including opportunities); and,
7.7.37.10.3. a summary of any mitigating actions put in place (including how environmental safeguarding concerns have been considered).
7.10.4. Any impacts the delivery of the project might have on exacerbating or reducing impacts on people affected by climate change.
7.11. The Grant Recipient will conduct or contribute to a post-evaluation of the activities financed from this Agreement that any data it will focus on the results achieved, efficiency, effectiveness of implementation and quality of administration, unless otherwise agreed by DHSC. As part of the quarterly/annual review the Authority will have regard to the reports produced by the Grant Recipient in accordance with clause 6.1
7.9. As part of the regular reporting requirements outlined above, the Grant Recipient will provide a proportionate and meaningful assessment of how the specific needs of girls, women, boys and men are considered, and reflect to what extent women and girls have been included in design, implementation and monitoring. The Grant Recipient should also assess how DHSC’s contribution is contributing to reducing gender inequality including a specific assessment on progress against any gender related commitments made as part of this Agreement and demonstrate consideration of potential unintended negative consequences, such as gender- based violence.
7.10. The Grant Recipient will seek to ensure that beneficiary feedback is integrated in project design, mobilisation, delivery, monitoring, evaluation and annual review processes and takes account of the voices of both women and men. The Grant Recipient should work with, through and represent the diversity of communities in order to respond to their needs more effectively and strengthen accountability.
7.11. The Grant Recipient will conduct or contribute to a post-evaluation of the activities financed from this Agreement that will focus on the results achieved, efficiency, effectiveness of implementation and quality of administration, unless otherwise agreed by DHSC. This will be shared within provided to DHSC no later than six months after the powers conferred by legislation with other organisations for the purpose of preventing or detecting crimeFunding Period.

Monitoring and Reporting. 7.1. The Grant Recipient shall closely monitor the delivery and success of the Funded Activities throughout the Funding Period to ensure that the aims and objectives of the Funded Activities are achieved.
7.2. The Grant Recipient shall provide the Authority with all reasonable assistance and co-operation in relation to any ad-hoc information, explanations and documents as the Authority may require, from time to time, so the Authority may establish if the Grant Recipient has used the Grant in accordance with the Grant Funding Agreement.
7.3. Upon request from the Authority the The Grant Recipient shall also provide the Authority with an annual quarterly report on:
7.3.1. the progress made towards achieving the agreed outputs and the defined longer term outcomes set out in the Application FormAnnex 6. Where possible, the report will quantify what has been achieved by reference to the Funded Activities’ targets; and
7.3.2. if relevant, provide details of any Assets either acquired or improved using the Grant.
7.4. The Grant Recipient will permit any person authorised by the Authority reasonable access, with or without notice, to its employees, agents, premises, facilities and records, for the purpose of discussing, monitoring and evaluating the Grant Recipient's fulfilment of its obligations under the Grant Funding Agreement and will, if so required, provide appropriate oral or written explanations to such authorised persons as required during the Funding Period.
7.5. The Grant Recipient will record in its financial reports the amount of Match Funding it receives together with details of what it has used that Match Funding for.
7.6. The Grant Recipient will notify the Authority as soon as reasonably practicable of:
7.6.1. any actual or potential failure to comply with any of its obligations under the Grant Funding Agreement, which includes those caused by any administrative, financial or managerial difficulties; and
7.6.2. actual or potential variations to the Eligible Expenditure set out in Annex 4 of these Conditions 5 and/or any event which materially affects the continued accuracy of such information.
7.7. The Grant Recipient represents and undertakes (and shall repeat such representations on delivery of any annual its quarterly report)::
7.7.1. that the reports and information it gives pursuant to this paragraph 7 are accurate;
7.7.2. that it has diligently made full and proper enquiry of the matter pertaining to the reports and information given; and
7.7.3. that any data it provided pursuant to an application for the Grant may be shared within the powers conferred by legislation with other organisations for the purpose of preventing or detecting crime.
