Motor Vehicle Safety. The Recipient must comply with seat belt use standards pursuant to the following: A. Highway Safety Act of 1966 as amended (23 USC 402-403); B. Occupational Safety and Health Act of 1970 as amended (29 USC 668); C. Federal Property and Administrative Services Act of 1949 as amended (40 USC §101 et seq.) D. Increasing Seat Belt Use in the United States (EO 13043). E. Federal Leadership on Reducing Text Messaging While Driving (EO 13513).
