Negotiations. a) Except in case Funding Recipient’s negotiator is responsible to ensure that the property owner is paid the just compensation that they are entitled, that the settlement represents compensation that is just and fair, and that every courtesy and consideration is extended to the property owner. If during the course of procurement by method of single source procurement or procurement by competitive negotiations, the negotiator discovers anything affecting the value for the property that may have escaped the appraiser’s attention or was not given proper consideration in the final determination of market value, he must investigate and, if necessary, call for a reappraisal of the property before negotiations are continued. Parcel diaries for each ownership must be maintained. The parcel diary will reflect the offer and status of the agent’s contracts and conversations with all interested parties.
