No Changes Without Operator’s Consent. Except as set forth in Subparagraph 3.14.2, no changes shall be made to the Casino’s structure or any improvements now or hereafter situated within the Casino without Operator’s consent, which consent Operator shall be entitled to withhold in its sole discretion; provided, however, that such withholding of consent has not and will not cause the Casino to fall below a “first-class-neighborhood casino” level of quality.
