Non-Collection. Except as set forth in Articles 5.6.B-E, the CONTRACTOR shall not be required to Collect any Solid Waste, Recyclable Material, or Green Waste that is not placed in a Cart where such Cart is placed out for Collection in the manner required herein. In the event of non-collection, the CONTRACTOR shall affix to the Cart a Non-Collection Notice explaining why Collection was not made. The CONTRACTOR shall maintain a copy of such notices for a period of three (3) years.
