Non-Economic Provisions. A. In the event any non‐economic provision of this Agreement becomes inoperative, that provision shall be subject to re‐negotiation at the request of either party. B. If no agreement is reached, the controversy shall be referred to impasse as provided in Section 42.1(B) of this Article.
