Non-Parties. 1. The Parties shall encourage non-parties to this Agreement to take measures that are consistent with the provisions of this Agreement. 2. The Parties shall take measures consistent with international law to deter the activities of vessels entitled to fly the flags of non-parties that undermine the effective implementation of this Agreement.
