Notice to Test. As soon as construction of the Works is, in the opinion of the Concessionaire, substantially complete, the Concessionaire shall so notify the Authority and the Independent Engineer that the Concessionaire is ready to conduct Tests to demonstrate that the Works have been completed in accordance with the specifications and standards and provisions of this Concession Agreement.
