Obligations Prior to the Services. Prior to the rendering of the Services, the User must perform the obligations referred in Article 114 of the Regulation for the Land Transportation of Hazardous Materials and Residues which it expressly represents to know. KCSM may refuse to provide the Services without any liability in case of breach of the User of such provisions.
