Operational Purpose. (A) It is the general purpose of this Agreement to promote the mutual interests of the City of Alliance and its employees, and to provide for the operation of the services provided by the City under methods which will, to the fullest extent possible, provide economical and efficient operation, elimination of waste, protection of property and lives, and the achievement of peaceful adjustments of differences between the parties.
