Operations Activities Prior to Substantial Completion. Contractor will operate the Phase 3 Liquefaction Facility in accordance with Section 11.8 of the Agreement. Contractor shall be responsible for development of the Plant System Manuals (PSMs) in accordance with Attachment 22.
