Before the Financing Memorandum between the Commission and the Government of Bulgaria is signed, the National Aid Coordinator will satisfy the Commission that adequate steps are taken to staff and resource adequately the National Fund, CFCU, other Implementing Agencies and project management units involved in implementing this programme. All projects involving the supply of equipment and works require national co-financing as shown in the relevant Project Fiche. If the total cost of such equipment or works turns out to be less than the amount envisaged in the fiche, the amount of Phare support will be reduced to maintain unchanged the relative proportions of Phare support and national co-financing shown in the fiche. If the total cost turns out to be greater than the amount envisaged in the fiche, the extra support required will be provided by additional national co-financing. If the directive has note yet been fully transposed, the procedure should be similar to that established by the above-mentioned Directive. All investment projects shall be carried out in compliance with the relevant Community environmental legislation. The Project Fiches will contain specific clauses on compliance with the relevant EU-legislation in the field of the environment according to the type of activity carried out under each investment project.
