Overview of California Law. Education Code section 32240 et seq. is known as the Lead Safe Schools Protection Act. Under this act, the Department of Health Services ("DHS") is to conduct a sample survey of schools in the State of California for the purpose of developing risk factors to predict lead contamination in public schools. (Ed. Code, § 32241.) Any school that undertakes any action to xxxxx existing risk factors for lead is required to utilize trained and state- certified contractors, inspectors, and workers. (Ed.
