Panel Meeting. The Panel will meet with the appealing principal and supervisor for sixty (60) minutes. The time period may be extended by agreement of the panel. The appealing principal will be given thirty (30) minutes to present the reasons for disagreement with the supervisor’s decision. This will be a private meeting between the principal and the Panel; however, the principal may have a representative of the Forum in attendance. The supervisor will be given thirty (30) minutes to explain the reasons for denying or delaying step advancement. This will be a private meeting between the supervisor and the Panel. The Panel may recall either party for purposes of clarification of facts or issues. The parties may submit written materials in addition to their oral presentation at the time of the meeting. Following the discussions, the Panel shall privately discuss the appeal. Based on the information presented the Panel may: 1) sustain the denial or delay of step advancement; 2) reinstate step advancement; or 3) remand to the supervisor for reconsideration and/or correction. The decision of the Panel shall be based on a majority decision by secret ballot. The decision of the Panel is final. The appealing principal and the supervisor shall receive the Panel’s decision in writing within twenty (20) working days unless both parties are notified of an extension. The time limits in each step may be extended by mutual written agreement of the parties.
