Partial Payments for Materials in Advance of Their Incorporation in the Work. The following provisions will be applicable except when it is expressly specified in the "Special Provisions" of the Contract that no partial payments will be made for materials in advance of their incorporation in the Work: In order to better ensure the availability of materials, fixtures, and equipment when needed for the Work, the Commissioner may authorize partial payment for certain materials, fixtures or equipment, prior to their incorporation in the Work, but only in strict accordance with and subject to all the terms and conditions set forth in the following subdivisions designated (A) to (P) inclusive, unless another method of payment is elsewhere provided in the Contract for specified materials, fixtures or equipment.
