– PAYMENT PERIODS. 1B The average number of Outreach Learner Hours provided per Young Person per week Average number of Outreach Learner Hours provided per Young Person per week = (Total number of Outreach Learner Hours provided + Total number of Authorised Absence hours for young people in Outreach learning in a Payment Period) x 5 Note: The Contractor is expected to deliver 15 hours of Outreach Education to all Young People each week, with deductions being made for failure to meet this CDI (as set out in Annex 1 to this Appendix B). For example, if there were 5 Young Persons and 20 Offender Days in a Payment Period then the total number of Offender Days in the Payment Period would be 100 (5 x 20). Service Credit Deductions for CDI 1B shall not apply on the Offender Days when Outreach volumes exceed those set out in Appendix 1 to Schedule 5 (Payment and Pricing Mechanism). If actual volumes of Young Persons exceed the Commissioned Volume Band, relief provisions will apply to exclude the excess volume from the calculation of the average number of Classroom-based Learner Hours in a Payment Period: o The calculation will assume that the number of Offender Days included for each day cannot exceed the top of the Commissioned Volume Band. o For example, if the top of the Commissioned Volume Band was set at 150 Young Persons and for 15 days in the Payment Period the actual volume was 150 Young Persons, whilst for 5 days it was 152 Young Persons, the number of Offender Days recorded in the calculation would be capped at 3,000 (150 x 20). The additional 10 (2 x 5) would not be used in the calculation of the Classroom-based Learner Hours for the relevant Payment Period. Where the Contractor's access to YOI education facilities (required to deliver Classroom-based Education and/or Outreach Education) is significantly impacted – for example, by a fire or other serious incident then in relation to the calculation of the average number of Classroom-based Learner Hours and/or Outreach Learner Hours achieved the Authority will agree the actual number of Offender Days during which Classroom-based Learner Hours and/or Outreach Learner Hours could be delivered during the period of relief. 2 Percentage of Planned Learner Hours lost through refusal to engagePercentage of Planned Learner Hours lost through refusal to engage = Total number of Planned Learner Hours in a Payment Period unable to be delivered to Young People because they have refused to engage with Education Services x 100 The Contractor is to count each Planned Learner Hour which should have been delivered following a Young Person's refusal to engage with Education Services until that Young Person is re-engaged with Education Services. Less than 15% of Planned Learner Hours lost through refusal to engage Performance will be benchmarked over Contract Year 1 of the Contract. Subsequently, the Authority will set a percentage improvement year on year.
