Pedestrian Safety. In the extremely limited number of places where the crossing of pedestrians is permitted, special bridges or tunnels must be built for such crossing. It is essential to provide facilities for the travel of disabled persons, and it is therefore essential to provide special means to facilitate their movements, especially at rest areas, as well as other services in keeping with their special needs.
