Phased Construction. 24.1 The Design-Builder will carry out the Construction in accordance with the Project Management Plan which will include, among other things: (a) all Site preparation; (b) Construction of the Facility, including the requirements and timing for construction and commissioning (including all systems and equipment); (c) restricting Construction to the Facility until it is completed by the Design-Builder and made available to the Authority for occupancy; (d) not carrying out any Construction on the remainder of the Site until the Facility is completed by the Design-Builder and made available to the Authority for occupancy; (e) demolition (if any); (f) Site landscaping (if any); (g) parking, access and traffic flows, including maintaining adequate vehicle, delivery and pedestrian access; and (h) compliance with all requirements of this Agreement, and the Design-Builder will submit the Project Management Plan to the Authority within 30 days after the Effective Date and will not proceed until the Project Management Plan has received the notation “Reviewed” under Schedule 2 - Review Procedure. If the Design-Builder proposes revisions to the Project Management Plan, the Design-Builder will submit the proposed revised Project Management Plan to the Authority and will not proceed with revised Project Management Plan until it has received the notation “Reviewed” under Schedule 2 - Review Procedure. 24.2 The Design-Builder will: (a) comply with the reviewed Project Management Plan; (b) install at least a six foot high chain link fence around the perimeter of the area in which it is performing the Work and such hoarding as may be prescribed in the Statement of Requirements including any hoarding required to protect the public and separate the area of the Work from the other portions of the Site; (c) provide video surveillance on all sides of the Site as may be prescribed in the Statement of Requirements; (d) perform all Construction activities within the areas of the Site provided in the Site Plan and Project Management Plan, except as approved by the Authority; (e) perform all Construction activities without blocking or disrupting vehicle, delivery or pedestrian access, except as may be permitted pursuant to the Project Management Plan; (f) cause the Design-Builder’s personnel, Construction workers, Subcontractors and suppliers to enter or exit the Site only at the access routes indicated on the Site Plan and Project Management Plan, unless otherwise approved by the Authority; (g) not use any explosives without the Authority’s consent; (h) take reasonable steps to ensure that Construction workers or suppliers do not smoke on any portion of the Site or the Authority’s property, which is a non- smoking site; (i) provide a 24-hour hotline (and post the phone number in a prominent location on the Site) for: (i) Authority staff to notify the Design-Builder of any Construction related emergencies; and (ii) neighbours and passers-by to contact the Design-Builder, and the Design-Builder will respond to any phone calls made on the hotline within 1 hour of receipt; (j) provide the neighbourhood committee with the name and contact information of a representative to direct their concerns; (k) provide a community liaison officer (who may be the same individual as the representative referred to in Section 24.2(j)) to provide a single point of contact regarding construction and development issues; (l) before commencing the Construction, prepare and implement in co-operation with the Authority a construction fire safety plan for the Project, which plan will describe emergency access routes to and from the Facility and the Site during an emergency. 24.3 If the Design-Builder performs any Construction outside of the area designated at the Site, the Design-Builder will comply with all policies and other requirements of the Authority.

(a) comply with the reviewed Project Management Phasing Plan;
(b) install at least a six foot high chain link fence around construct the perimeter of Facility within the area in which it is performing the Work and such hoarding as may be prescribed in the Statement of Requirements including any hoarding required to protect the public and separate the area of the Work from the other portions of the Site;
(c) provide video surveillance on all sides of the Site as may be prescribed in the Statement of Requirements;
(d) perform all Construction activities within the areas of the Site provided in the Site Plan and Project Management Phasing Plan, except as approved by the AuthorityOwner for any work required in other areas of the Site or the Hospital;
(ed) perform all Construction activities without blocking or disrupting vehicle, delivery or pedestrian access, except as may be permitted pursuant to the Project Management a Phasing Plan;
(fe) cause the Design-Builder’s personnel, Construction workers, Subcontractors and suppliers to enter or exit the Site only at the access routes indicated on the Site Plan and Project Management Phasing Plan, unless otherwise approved by the AuthorityOwner;
(g) not use any explosives without the Authority’s consent;
(hf) take reasonable steps to ensure that Construction workers or suppliers do not smoke on any portion of the Site or the Authority’s property, which is a non- Hospital other than designated smoking siteareas;
(ig) provide a 24-hour hotline (and post the phone number in a prominent location on the Site) for:

The parties acknowledge that the Noise and Vibration Control Plan and the Erosion and Sedimentation Plan will be submitted within 30 days after the Effective Date. If the Design-Builder proposes revisions to the Project Management Plan, the Design-Builder will submit the proposed revised Project Management Plan to the Authority and will not proceed with revised Project Management Plan until it has received the notation “"Reviewed” " under Schedule 2 - Review Procedure.

(d) not carrying out any Construction on the remainder of the Site until the building portion of the Facility is completed by the Design-Builder and made available to the Authority Owner for occupancy;
(e) demolition (if any);any);
(f) Site landscaping (if any);
(g) parking, access and traffic flows, including maintaining adequate vehicle, delivery and pedestrian access; and
(h) compliance with all requirements of this Agreement, and the Design-Builder will submit the Project Management Phasing Plan to the Authority within Owner not less than 30 days after the Effective Date and will not proceed until the Project Management Phasing Plan has received the notation “"Reviewed” " under Schedule 2 - Review Procedure. If the Design-Builder proposes revisions to the Project Management Phasing Plan, the Design-Builder will submit the proposed revised Project Management Phasing Plan to the Authority Owner and will not proceed with revised Project Management Phasing Plan until it has received the notation “"Reviewed” " under Schedule 2 - Review Procedure.
24.2 The Design-Builder will:
(a) comply with the reviewed Project Management Phasing Plan;
(b) construct the Facility within the area of the Site indicated in the Site Plan;
(bc) install at least a six foot high chain link fence around the perimeter of the area in which it is performing the Work and such hoarding as may be prescribed in the Statement of Requirements including any hoarding required to protect the public and separate the area of the Work from the other portions of the Site;
(c) provide video surveillance on all sides of Site and the Site as may be prescribed in the Statement of Requirements;Hospital;
(d) perform all Construction activities within the areas of the Site provided in the Site Plan and Project Management Phasing Plan, except as approved by the AuthorityOwner for any work required in other areas of the Site or the Hospital;
(e) perform all Construction activities without blocking or disrupting vehicle, delivery or pedestrian access, except as may be permitted pursuant to the Project Management a Phasing Plan;
(f) cause the Design-Builder’s personnel, Construction workers, Subcontractors and suppliers to enter or exit the Site only at the access routes indicated on the Site Plan and Project Management Phasing Plan, unless otherwise approved by the Authority;Owner;
(g) not use any explosives without the Authority’s consent;
(h) take reasonable steps to ensure that Construction workers or suppliers do not smoke on any portion of the Site or the Authority’s property, which is a non- Hospital other than designated smoking siteareas;
(ih) provide a 24-hour hotline (and post the phone number in a prominent location on the Site) for:
(i) Authority Owner staff to notify the Design-Builder of any Construction related emergencies; and
(ii) neighbours and passers-by to contact the Design-Builder, and the Design-Builder will respond to any phone calls made on the hotline within 1 hour of receipt;
(ji) provide the neighbourhood committee with the name and contact information of a representative to direct their concerns;
(kj) provide a community liaison officer (who may be the same individual as the representative referred to in Section 24.2(j24.2(i)) to provide a single point of contact regarding construction and development issues;issues;
(lk) before commencing the Construction, prepare and implement in co-operation with the Authority Owner a construction fire safety plan for the Project, which plan will describe emergency access routes to and from the Facility and the Site during an emergency.
24.3 If the Design-Builder performs any Construction outside of the area designated at the Site, the Design-Builder will comply with all policies and other requirements of the AuthorityOwner.
