Phases of the digital co-creation process‌ The SoCaTel platform is an innovative technological tool aiming to facilitate the online co-creation of services. It connects service users (demand) and service providers (supply) who participate together in the design and development of new services. Importantly, it ensures the end-users’ voices are continuously heard and taken into account, as their feedback (ideas, opinions, suggestions on how to improve a service) is collected throughout the whole process (and not only during the ideation phase as in other co-creation platforms) and registered on the platform. The digital co-creation process is broken down in the following steps, all of them taking place online:

Phases of the horizon scanning process In detail, the kind of information that we are looking for is: • Weak signals: ‘warnings (external or internal), events and developments that are still too incomplete to permit an accurate estimation of their impact and/or to determine their complete responses’; • Wild cards: Wild cards are events with a surprising character, a low probability and a high impact; • Emerging issues: ‘stories about what the future, or possible futures, may or will (depending on the narrative) look like and that connect these possible futures to current issues for political debate (the discourse)’.
