Pipeline Transport. 1. The Member States shall co-operate in the development of pipeline transport and in the utilisation of existing pipeline facilities. 2. Where common pipeline projects are feasible, the Member States shall co-operate in all aspects of planning, financing, execution, management and maintenance of pipeline services and facilities.
