Plans, Specifications & Estimates (PS&E). (a) The Engineer shall prepare the PS&E which shall consist of contract drawings, specifications and estimates for construction of the Project or portions of the Project as authorized by the Owner. These documents shall in all respects combine the application of sound engineering principles with a high degree of economy, and shall be submitted to the applicable City, County, State, and/or Federal agencies for approval.
