Port Operations. ‌ 5.2.1 Safe Access to Ship‌ Means of safe access should be provided. Watchman standing at access area should wear helmet, coverall, safety shoes, portable VHF radio and must keep the “Record of visitor” updated. A warning notice board should be placed in prominent place nearby the access ladder to warn visitor and following wording must be used: 5.2.2 Gangway Watch‌ Whilst vessel remains berthed alongside a terminal or anchored in inner roads, a proper deck watch should be maintained at all time to prevent boarding of unauthorised persons and to monitor movements of those persons visiting the vessel for whatever reason and/or business. The watchman stationed at the access area should make sure that each visitor complies with what stated in the notice board and if in doubt, he should contact by radio the Officer in watch for instructions. Furthermore, the watchman, should ensure safe access is provided to visitors at all times.
Port Operations. The term “Port Operations” shall mean Port operations, including but not limited to developing vacant Real Property and/or redeveloping developed Real Property consistent with the City General Plan and Zoning Ordinance and the Navy conveyance document, the docking of vessels for purposes of loading and/or unloading cargo, and other actions that are necessary to be assured that the Port will continue to operate as a viable Port including but not limited to keeping the ship channel open and at a sufficient depth, now and in the future, to allow the free and unimpeded movement of ocean going vessels to and from the Port of Stockton. This section 2.02 shall be liberally interpreted to facilitate the broad intent granted by this vested right.
