Potential Impact to Surface Water. The proposed project will provide environmental performance that is superior in respect to the baseline of potential impacts to surface water defined in Section 3.1.1.3 in several aspects. The five criteria used to evaluate superior performance in protecting surface-water quality are identified below, and the manner in which superior environmental performance will be measured is described in Section 3.1.3.
